How does the Taft·Hartle y act affect the federal mediation and conciliation service? A. The law recognizes the re· sponsibility of governmen t impartially t;p assist labor and manageme nt in the peaceful settlement of industrial disputes. This is accomplish'ed by establishing the service as an inde· pendent agency; authorizing it to intercede in disputes affecting interstate commerce, and requir· ing the parties to a contract dispute to notify the service 30 days before a strike or lock-out occurs. Q. How does the service function in industrial disputes? A. It attempts to bring the parties to an agreement on the issues in dispute through voluntary means by mediation, arbitration, or obtaining consent to have the employees vote secretly on the "final" offer of the em· ployer. Q. Does the service have the authority to force acceptance of terms of a proposed settlement? A. No. The functions of the service are to settle disputes through voluntary agreement between the parties. It has no power of compulsion .
