W ickard , today announced a program which JS designed to a~~1s t ~ugar beet growers in meeting their 1943 production goals. The program to be implemented by contracts betv/een the Commodity Credit Corp. and sugar proce:;sors wtll, without any mcrease m selling prices of sugar, assure growers for the ir 1943 crop an mcrease og $1.50 per ton over the price received or the 1942 crop of sugar beebi of standard quality. It is estimated that retm·ns to growers from the 1942 crop will average about $9.25 to $9.50 for average quality beets and on this basis returns for the 1943 crop should average around $11 per ton. The program would pro\' ide that processor pay to the Commodity Credit Corp. all market returns from the sale of sugar above the level used in computing the resale value of sugar beets to the processors. If the increase of such returns plus the amount at which the Commodity Credit Corp. sells the beets back to the processors exceeds the amount at which beets are purchased from farmers, the Commodity Credit Corp. will use such excess to make supplemental payments to These supplemental ;processors. payments would be based on the processor's proportionate share of all beet sugar produced from the 1943 crop and would be divided equitably with beet growers. Processors will be expected to maintain the usual arrangements with growers regarding financmg seed, deliveries, labor procurements, field advice and other services ... Commodity Credit Corp. is reImbursed for the $1.50 per ton support payment, through saving:s ' e fectect or price increases or both, the grower will participate in any refund from Commodity Credit Corp. resulting from price increa:;es, or other cause, on the same basis as that provided in his 1942 contract. In submitting this contract to l\Ir. Scalley, J. B. Hutson, president of the Commodity Credit Corp. said, "The Department of Agriculture has announced this program to- assist sugar beet producers in reaching the acreage goals established for 1943. Since H is necessary that the maximum possible tonnage of ocean shipping be available for direct war uses and that the ration demands of consumers be met, continental production of sugar is an essential part of the war effort.
