To be eligible, women must have a handicap of 14 or less and men must have a handicap of three or 10-1- less. All handicaps must be valid U.S. Golf Association handicaps, certified as current and correct by the golf director at the course where they were established. The handicap certification must be in the remarks section of the application. Golfers are also encouraged to provide a history of their tournament play in AF level competitions including base championships and outside amateur events of comparable stature. The first thing that needs to be determined is whether the ball is in bounds or out of bounds. If the ball is out of bounds, no ruling under the obstruction rules (U.S. Golf Association Rule 24) is necessary. Since the definition of out of bounds is ground on which play is prohibited, the player has no choice but to proceed under U.S.G.A.
