Show 10 HilUop Thursday, May 22. 1997 To all employees who participated in the Acquisition Reform Day 2: want to thank everyone who participated in our Acquisition Reform Day 2 March 20. Every focus group I visited was engaged in open, lively discussion with real hands-obeing conducted. The discussions were of real and pertinent issues, and I appreciate your willingness to express your feelings, thoughts and questions concerning acquisition reform. The insights you shared on the more than 800 Department of Defense questionnaires were received are invaluable. Your input will give us a better under standing of what you feel is or is not working and what we need to do to continue making acquisition reform a success at Ogden Air Logistics Center. We received more than 260 comments and questions from our local questionnaire, which will be published in the Hilltop Times during the next several weeks. If you feel the response to your question doesn't adequately address your issue or concern, I encourage you to contact the Acquisition Support Division at Ext. This year, there are some questions that cannot be answered locally. Those are being forwarded for higher level assistance in preparing a response. The review team will request that the higher level responses be posted on the HQ AFMCDRI Home Page. In addition, all comments, questions, and responses will be published on the Acquisition Support Division (ASD) Home Page. The day was highly successful and proved to be a milestone event. I am confident many of your recommendations will be incorporated as the reform initiative continues. Some questions could not be answered locally, so will be forwarded to higher headquarters. When the replies are available, they will be printed in future editions. Tlie March 20 Acquisition Reform Day 2 resulted in more than 260 comments and questions being received. Following is a compilation of those comments by category. The Acquisition Support Division compiled the material. Anyone having questions can call Ext. Statement of Objectives (SOO) Statement of Work (SOW) The government needs to convey to industry that the Statement of Work needs to be written in contractual language, not proposal language. 2. SOW planning guidance has been an effective source selection tool. 3. Acquisition Reform in general has worked well. I've had particularly good luck with the change from SOW to SOO. This initiative has resulted in a better understanding of our requirement by both the government and the contractor. Also, it's helx'd in reducing cost by identifying task that the eliminating was present in our old SOW process. 4. The afternoon session gave me a better understanding of the SOO process and how it affects the Request for Proposal process. Thought it was very well done. 1. 2. We are given projects, like looking at commerciality and market research, but are not told how to do it. 3. Commerciality used to be part of justification and approval (J&A). There were thresholds. Now all thresholds have been deleted. buys many items for all services but they do not manage items. They sometimes just rotate between contractors. They do not measure contractor performance, or perform any engineering studies. Sometimes we are asked to go back to the MIL SPECs and the MIL SPEC has been deleted. Where do you go to find what actually is needed? 2. Before this major change to doing away with MIL SPECs and going com: mercial, was there any sampling done among sustainment procurements to see if this avenue would work in the logistics arena? We are now beingasked to follow rules and processing that were designed to work well with new acquisitions and new products but no one has given us any help in using these processes in the sustainment world. 3. Does not address sustainment issues. In particular impact of not having Ievel III drawing? for future buys and maintenance beyond the existing contractor. 4. We may be still inspecting deliverables (drawings) for compliance to standards that no longer may be applicable. 5. Data rights: We're getting locked e into situations where we can't go to anyone else. Contractors know this and are holding their bids and extending deliveries to meet their tasks. Our cycle times are skyrocketing. 6. Acquisition reform has caused a See Day 2, page 11 with market research, but we are not given the resources to pay for their services.
