Pat Condon, Og-de- n Members of the Traffic Safety Coordinating Group have reviewed your concern and inspected the crosswalk in question. The crosswalk is in need of renewed striping paint which will be accomplished soon. The crosswalk is in an unobstructed location with a clear view from the intersection which does not indicate the need for additional signs or marking. According to a study by the Military Traffic Management Command in MTMC Pamphlet recent studies have shown that some marked crosswalks are more hazardous than unmarked ones. One explanation for this apparent contradiction of logic is that the marked crosswalk can give the pedestrian a false sense of security. Two painted lines, even with diagonal or longitudinal striping, provide only minimal protection against an oncoming vehicle. The real burden of safety rests with the pedestrian, who must be alert and cautious while crossing any street. The Utah Criminal and Traffic Code, which is applicable on Hill AFB, states in part: "... the operator of a vehicle shall yield the slowing down or stopping if necessary to yield, to a pedestrian crossing the roadway within a crosswalk when the pedestrian is upon the half of the roadway upon which the vehicle is traveling, or when the pedestrian is approaching so closely from the opposite half of the roadway as to be in danger." The code also states: "A pedestrian may not suddenly leave the curb or other place of safety and walk or run into the path of a vehicle which is so close as to constitute an immediate hazard." This honor was bestowed by Air Force Materiel Command. Initially, the request for TDY funds was denied; however, upon rebuttal it was approved. The compelling reasons are the opportunities for training, presentation of new ideas, and establishment of links with museum directors from all over the world who represent museums that are, benefits in some cases, centuries old. As he drove by I told him that he ought to slow down as I was in a crosswalk. The driver then backed up and pretty much told me where to go. This is not the first time such an incident has occurred and it is easy to start feeling that no one cares.
