The procedures apply to line officers, lieutenant colonel and below. The guide follows the six basic tenets of OAS: n AFMPC will fill all valid Air Force requirements with qualified officers. D AFMPC will continue to select from the most eligible, qualified volunteers. B In the event there are no qualified volunteers, AFMPC will select the most eligible of all qualified officers. B Officers should consult with their commanders to actively review professional development goals and specific career plans. B Officers should have access to a listing of all openings. B Officers should have a voice in the assignment process. While hard copies of the new guide have been forwarded to all military personnel flights and commanders' support staffs, the guide is also available through Daedaluselectronic bulletin board. The payment, which will be returned to VA's Loan Guaranty Fund for future use by veterans, settled claims related to the company's improper origination of home mortgage loans, VA . officials said. As a result, numerous loans went into default, causing VA to lose millions of dollars under its loan guaranty program, officials said. The settlement with First Union Mortgage Corp., as well as an earlier $6.9 million settlement with Bank of American on a loan guaranty fraud case, complements VA's ongoing efforts to recover overcharges from VA contractors and detect fraud in the department's procurement programs. The recovery program, announced in April 1993, has resulted in $27.8 million in recoveries to date from VA contractors, and millions of dollars more in overcharges are currently under review by the VA inspector general. The loan guaranty recoveries, coupled with the recoveries from VA contractors, totaled more than O.FiVM K 11 1 (JiY 3- Do-It-Yours- Ll 11 PAWN! 1052 West 21st Street Ogden, UT. 84401 392-182- 3 Get clearance for information in electronic form the same as for hard copy. He acknowledged DOD, like other federal agencies and private companies, has quick and easy electronic ways to communicate with the general public. He mentioned electronic bulletin boards and the growth of the INTERNET System as part of the huge available worldwide network. But even with the Clinton administration's theme of openness in government, Deutch wants DOD to ensure the proper review and clearance of information on electronic systems, whether it's placed on a "publicly accessible computer serv er or in response to electronic mail queries from the general public."
