If the Ogden Air Logistics Center reduces too drastically, not only do we hurt our people needlessly, but the flying customer will not have the support he needs because the air logistics center will lack the capacity to fill his orders. But if the ALC retains people not needed to complete funded workload, the costs are artificially driven up to the flying units and generate poor morale because the ALC has no work for our people. Either mistake threatens the long-terhealth of Hill AFB. The reduction in force was based on the best projections of customer workloads and the funding available. In the particular instance of your area, the situation has been rechecked and original projections confirmed. The disconnect is that the customer has requirements that he is not fully funded to execute. If the customer had adequate funding to meet all of his needs, the ALC could retain more of its capability. But the final determinant of how much work Hill will be called on to perform is based on the funded portion of the customer's requirements, the original guide in sizing the workforce. In the trying times that we at Hill collectively face, no easy solutions are available. Though the stresses of management are different, they are nonetheless real. Wietzema, Det. 3 01 63 33 57 84 The Air Force is doing DNA testing to create a data source to be used in the unfortunate event that we have human remains which are not identifiable by routine forensic methods (fingerprints, dental records, family identification, etc). This method will allow the military to positively identify "old" remains such as those from Vietnam MIAs. DNA testing is Department of Defense directed, and submitting to testing is considered to be a lawful order. DNA samples are sent to the Armed Forces Institute of Pathology's DNA Repository, where they will be stored for 35 years. Access to the samples will be tightly controlled and used only for forensic identification. At Hill AFB the Flight Surgeon's Office has started an aggressive collection program. Those members currently holding mobility assignments will be the first tested. If you were missed during your squadron site visit, call the Flight Surgeon's Office at Ext. to arrange for individual testing. This is especially important if you have an upcoming TDY tasking. If you are not on mobility, please wait for your squadron's turn for testing. Due to the cost (financial and manpower), this program is scheduled for completion by 1999, so do not be concerned if your squadron is not immediately tested. When the Flight Surgeon's Office personnel come to your squadron, please be as helpful as possible in expediting this process. by Earl H. Management confers the authority to make deciteam memsions and the worker-leve- l bers accept the responsibility for the decisions they make. It's a balancing act to establish the proper authority accountabilityrisk levels, but once an organization empowers its employees from the highest to the lowest levels the benefits are well worth the investment made in changing attitudes in, the workplace. Under the empowerment concept, teams are held accountable for the results of their efforts, but at the same time they are also given full credit for their successes.
