Loh said if Congress is looking for a system that can inject American military power quickly, it's looking almost exclusively at bombers. "Even with our reductions in forward presence, with bombers at the ready, we can attack targets anywhere in the world within 24 hours of the president's tasking," he said. As commander of the organization responsible for melding the heavy bomber force into the overall combat Air Force, Loh sees a need for about 180 to 200 operational bombers.'
