Any use of alcohol that makes an employee unable to perform assigned duties or to be a hazard to himself or others is a basis for appropriate administrative action. Alcoholic beverages may not be consumed in other areas on base. In addition, individuals may not bring private beverages into the listed facilities for consumption unless approved in advance by the base commander. The reference for this information is AFR 215-- 7 "The Control, Procurement, Sale, and Use of Alcoholic Beverages." What employees do during their own time outside the base is their choice. Supervisors and managers may not intrude into an employee's private life off base, unless such conduct affects performance on the job. As you can see from the above information, consuming alcohol in an automobile is in violation of regulation. Open containers of alcohol in a vehicle is a violation of both state law and Hill AFB Regulation 125-4- , which incorporates state law by reference. I For authority to use an appropriated fund dining facility by civilians, a waiver is required from the support group commander. However, certain conditions would have to be met before waiver approval is granted. These include the nature and location of your duties and availability and suitability of nonappropriated fund or commercial dining facilities. The cost of your meals could also be more. The base dining facility would charge you an average of $7 per meal, which would be the basic food charge plus a 240 percent surcharge for authorized civilians.
