A There are several federal placement assistance programs available to help employees find new jobs after being separated through a RIF. Also the State of Utah provides assistance through job service. The DOD Priority Placement Program refers employees to other DOD installations. Registration for those who are eligible is mandatory for employees being separated without an offer as a result of a RIF. Each employee is entitled to only one valid offer through this program. Employees can remain in the program for up to 12 months after they are separated. The OPM Displaced Employee Program refers employees to other federal agencies such as the Forest Service and Internal Revenue Service as well as to DOD agencies. It is an optional program for separated employees, but they must register within 90 days of their separation date, and must submit a Standard Form 171, Application for Federal Employment, as part of their registration package. Each employee is entitled to only one valid offer through this program. Career employees can remain in the program for up to two years while employees can remain in the program for one year from the date of separation. The Priority List gives employees priority consideration for vacancies in the commuting area at various federal agencies. Your name is automatically placed on the list you do not need to register. Your name is taken off the list after two years if you are a career employee, after one year if you are a employee, or as soon as you decline a valid offer in the local commuting career-condition- career-condition- al al . area. These three placement programs provide you with priority consideration for other federal positions. Civilian personnel will continue to counsel on placement assistance. Q How are employees selected from the DOD Priority Placement Program? A When a DOD installation has a vacancy, it matches the series and grade level of its positions against the most recent DOD stopper list. If there is a match, the gaining activity contacts the Defense Data Support Center in Dayton, Ohio. DDSC sends the installation a resume on every employee who is registered for that series, grade and location. Registrants in the DOD Priority Placement Program are designated as Priority 1 if they are being separated, and Priority 2 or 3 if they are being downgraded through RIF. The installation has the right to offer its vacancy to any Priority 1 registrant that is referred by DDSC. There are no DOD regulations which direct how any agency should choose between two or more Priority 1 candidates. All Priority 1 candidates must be offered the positions before the installation can consider Priority 2 candidates. Q How long does save pay last? A Save pay is terminated under any of the following conditions: B The top step of the grade to which the employee is assigned equals or exceeds the employee's retained pay rate. D The employee has a break in service of one workday or more. fl The employee declines a position with a basic rate of pay equal to or higher than his or her rate of pay. Bl The employee takes a voluntary change to lower grade or is demoted for cause. March is National Women's Q Do get save pay if I'm placed on a government job after I'm separated? I A No. Your entitlement to save pay terminates when you have a break in service. However, if you are placed in a DOD position through the PPP, you will receive your highest previous rate of pay. This means that if you are placed at a lower grade in the Department of Defense after you are separated, your rate of pay will be matched as closely as possible with a pay step of that lower grade. If your highest previous rate of pay is above the top step of the grade you are being placed at, you will be able to receive the rate of the top step. Government-wid- e directives state that an agency may fix pay at any step of the new grade which does not exceed the employee's highest previous rate. Although using highest previous rate is not required, most federal agencies are very accommodating, especially when a person has been separated by a RIF.
