Dogs run loose in the playground continually, and it is ruining the playground for the children. What action can be taken against the residents who let their dogs run loose? Conditions for having a pet in base housing includes ensuring that animals are on a leash when being exercised. Under no circumstances are pets allowed to roam freely on Hill AFB. I Hill AFB regulation, 125-4- , states that parking is prohibited in not area designated, marked, posted or any striped as a parking area. The area referred to is not designated as a parking area; therefore, tickets are issued. There are days when the parking monitor is not able to write tickets, so there may be a period of time when cars are illegally parked and not ticketed. The goal is to enforce the parking regulation and eliminate unauthorized parking in our areas. There is an open parking lot about 100 yards south of this area that can be used. I An essential element of our plans to im-- 4 prove base appearance is to achieve architectural compatibility of our painted surfaces. This is especially true of all of our yellow and red painted surfaces. These include curbs, bumper blocks, fire hydrants and the bollards you mentioned. The tone down of these items has drastically improved the appearance of countless areas. Our review of vehicle accidents doesn't support the need to paint these structures a bright color. When driving a vehicle, we must pay enough attention to avoid hitting things regardless of their color. You mentioned that you were backing up while looking out your rear view mirror. This is not a safe practice. If practical, you J recently attended a Total Quality class in Bldg. 1299 and I'd like to express my appreciation to Capt. Judy Cowan, Ches Lump-kin- s and Darlene Brooks. They are an excellent team, and I thoroughly enjoyed the class. They gave an excellent presentation and turned what could have been a tedious class into an extremely enjoyable class. I especially was impressed with Captain Cowan, who kept the class up and very questions interesting by throwing all kinds of at us. Cultural awareness observances are held annually to help all base workers more fully appreciate each ethnic minority group's heritage and the role that group has played in our society. Ethnic minority Americans take pride in being American, but also take great pride in their unique, rich cultural heritage. Ethnic minorities should not be expected to give up or forget about their cultural heritage to become an American. This cultural diversity is a central theme which helps make the United States a strong country. For these reasons, I support, and will continue to support, the ethnic minority cultural awareness observances we hold each year. I see no need to hold any type of separate observance in connection with the 4th of July. Past 4th of July experiences demonstrate that all Americans, regardless of ethnic origin, celebrate the many freedoms and way of life we enjoy. It is a hazard to children and people trying to back their cars out of their driveways. It is my understanding that it is against housing regulations for recreational vehicles to be parked on the street, but nobody seems to want to do anything about it. The employees in the System Prototype Development Laboratory, TIZ, were pleased to receive such a nice compliment on their quality of work. The information system software they e have developed from concepts to functional operating systems have had "users," their customer, as part of their developing team. They have always taken pride in the knowledge that what they were doing was helping the customer improve his or her job process. Their customers have been wonderful to work with, always supportive, patient and encouraging. In turn, they have experienced the satisfaction of knowing tfyey have served their customer and helped the command implee ment modern computer software systems. They are all looking forward to the opportunities their new job assignments will present.
