Thompson Jr. Ogden ALC commander jfk U I outs. question concerning the early Everyone keeps discussing all the problems we have to deal with, the budget cuts and how to save money, yet nobody seems to be doing anything to promote programs to help those of us who are getting out to adjust to civilian life. Due to a lack of jobs in my career field, I'm being required to leave the service. Are there any programs available to help us adjust and be ready to be out there in the civilian work force? You are indeed correct, these are difficult times as the military adjusts to the down sizing of its forces. I realize the stress that occurs when people have to transition from the military to the civilian work force. To help mitigate this adjustment, the Defense Department has instituted a Transition Assistance Program at each military installation. The Transition Assistance Program here is located at the Family Support Center. The program provides a vast amount of information on obtaining employment and understanding the benefits that are available to people transitioning from military to civilian life. A real jungle There seems to be some inconsistency in V? enforcing the policy on jungle boots because there are a number of people on base who are wearing them year round. There are a lot of us who would like to be able to wear jungle boots year round. Would it be possible to get the policy changed so we can? dffk il Jungle boots are normally authorized for wear April 16 through Oct. 31. However, supplement to Air Force Regulation permits unit commanders to authorize deviations to these dates when weather conditions warrant. This probably accounts for the inconsistencies you have observed. Jungle boots are clearly not proper for year round weather conditions at Hill AFB and consequently I do not believe it is appropriate to authorize them for year round wear. the OO-AL- C 35-1- 0 Government trash There are people in our area who make a habit of soendina as much time scrounging through the trash cans for recycla ble aluminum as they spend doing their job. There are recycling points set up on base for and other things that these peoeither aware of or they don't care aren't ple Force Air about. regulations state that whatever is in the garbage belongs to the government. Could you print something to make people aware of the fact that they are recycling government materials and not their own? Sub-for-San- ...7-709- removal from the base of any aluminum cans which have been purchased with personal money. Even after the cans have been discarded in the trash, the government has no claim to them. The Morale, Welfare and Recreation Division's Resource Recovery and Recycling Program is the Hill AFB point of contact for recycling. They have a very successful program and encourage recycling as the first step in managing waste. Information regarding recycling is available by contacting the RRRP office, Ext. Your observations have been furnished to your supervision. Action will be initiated to educate our employees of the importance of recycling and to ensure that government time is not used by employees to recycle aluminum cans. drink Non-alcohol- ic Why aren't we allowed to drink non-3-- i. alcoholic beers in the work place just as we drink Coke or Pepsi or any of the other beverages? JI Although the beverage in question is called beer, it can contain alcohol. of much .5 as as percent Regular beer in 3.2 Utah can contain as much as percent of alcohol. Coke and Pepsi do not contain alcohol. The policy of the Air Force is that alcoholic beverages are not to be consumed on duty. The policy does not differentiate between the beverage having 3.2 percent alcohol and .5 percent alcohol. Driving under the influence of alcohol on Hill AFB, or reporting for work while incapacitated for duty are prohibited by Air Force regulations. Would it be possible for them to put in a sloping ramp while they are doing this work? All the corners il You're right, a ramp should be installed at that corner. This project is one of the SABER contract efforts, and SABER personnel have been informed that handicapped ramps are required at all intersections. They plan to have one at this location. Thanks for bringing it to my attention. 4 Complaints (for appointment) outs Early Rumor has it that W 05 01 early outs might be offered by November of this year. don't really need a personal reply, but I I would like to know if it true. Even though you indicated you did not require a reply, I felt it important to respond to stress why an early retirement for Hill AFB civilians is not only unlikely, but unnecessary this year. By federal regulation, early retirement authority can only be granted by the Office of Personnel Management when an agency actually faces a major reduction-in-forca major reorganization, or a major transfer of function. This happens when a significant number (5 percent or more) of the employees will actually be separated or when a significant number (20 percent or more) of the employees will be e, demoted. For example: a base with an employee population of 11,000 would require at least 550 employees facing separation, or at least 2,200 employees facing demotion. In the case of a RIF, the number of projected separations must be in addition to the number of employees the agency projects will leave through attrition. An agency expecting a 2 percent attrition before a RIF, needs to project separation of 7 percent of its work force. Fortunately for all of us, none of these requirements can be met at Hill this year. Therefore, there is no basis for early retirement to be requested for Hill or approval given to this base to conduct an early retirement. Early retirement is not an option available to simply achieve budgetary savings, reduce ceilings, or restaff with younger employees. Left out I'm an Area C resident and recently we received a flyer about pizza delivery at Hill AFB. When we called to order some, however, they said they could deliver anywhere on base except Area C. I personally feel if they are going to deliver pizza on base they should deliver to the whole base and not just certain areas.
