I also cut the large line tab paper in half and use it for drafting messages or letters. Can't we educate employees to make better use of waste paper? I appreciate people who are concerned about waste in our work areas at Hill AFB. The subject of wasting paper has been a big problem and a lot of study has gone into solving this problem at Hill. ; To avoid wasting paper, studies have shown that recycling is the most efficient, cost effective and practical method to alleviate this problem. In years past, Hill has hauled waste paper to Davis County Schools for their use and this was very costly. They also found out that collection of paper, cutting into memos, pads, etc., was very costly and not practical. The Resource, Recovery and Recycling Branch in the Morale, Welfare and Recreation Division has the job of collecting the base's waste paper for recycling. Recycling pays its own way. Money earned is used to pay for the recycling equipment and helps provide ;the many services you receive here on base for example, all recreational activities. Each organization needs to do everything possible to minimize wasted paper and should discuss with their upper management the importance of turning in paper waste to the recycling program. We put in a request three months ago for a split shift which would allow those who wanted to volunteer to come in at 5 a.m., and the rest to come in at 7 a.m. This provides the advantage of coverage each day. Our supervisor was in favor of it and his alternate volunteered to come in on the early shift so there I would like to compliment the Claims Office here on base. I just recently had a permanent change of station move and when I filed my voucher, the people who worked with me were very prompt, professional, courteous and friendly. I would just like to let people know what an outstanding Claims Office suggestions about 75 percent acceptance on them. The Air Force wants suggesters recognized promptly for their good ideas. Awards are based on first-yea- r benefits to the Air Force. This allows the award to be paid without holding the file open for a year to document actual savings. The award scale serves as a check and balance. It allows us to pay sizable awards quickly, but at the same time limits our loss if benefits do not accrue as expected due to unforeseen circumstances. The award scale is presently under review by both the DOD and the Office of Personnel Management. Too many times I've heard a supervisor say, "You deserve an outstanding but we have a limited amount of money and there's not enough to go around. Next year it will be your turn.", This may appear to be a fair way to do it, but it hurts a person's chances for promotion, and so it really isn't fair. Is there anything that can be done to make the system work better? Your inquiry is a tough one as some of your obser-- 4 vations are probably valid. I can't guarantee otherwise. The Action Line response you refer to in the June 9 Hilltop Times addressed a specific organization and the response was appropriate for those circumstances. It also presented the correct application of the award process in relation to the appraisal process and therefore warranted printing. Also, we all know that I have limited funds foif awards and so we try to apply them as fairly as we can to the absolute top performers. Sometimes this doesn't appear to be fair, but our intent and direction is to make it so. Supervisors on Hill AFB are encouraged through training and published evaluation guidance to rate employees according to performance and to judiciously grant award monies to the most deserving employees. awards are also appropriate recognition. To make performance evaluation more objective, elements and standards were developed for each position at Hill AFB. While those plans do not guarantee complete objectivity in performance ratings, they do form a basis for discussion between employees and supervisors and the 9 numerical ratine's riven on the manner of nerfnr- mance factors should, in most instances, correlate with ratings received on performance elements. Some supervisors may blame higher management for the ratings they give and some may give ratings by turns rather than perI know it's not easy, but a formance. Some base organizations currently have compressed work schedules based on the special requirements of their mission. I have sent a request to Headquarters Air Force Logistics Command, for authority to run additional tests of the CWS concept. These tests, if approved, will allow us to evaluate cost effectiveness and impact on customer services. The study must show adequate savings to offset the additional holiday costs occurring from the schedule. My goal is to find ways within existing laws and regulations to meet our customers needs, improve our productivity and thereby our costs, and improve your quality of life.
