Col. Rondal H. Smith issued a V let- ter to his Directorate of Maintenance workers May 27 urging them to buy U.S. Savings Bonds. The basewide campaign lasts through June 30. However, his message applies to all Hill AFB members. "I am dedicated to both the economic concept and the patriotic principle of savings bonds," the colonel said. The concept is an old one, he said. "Its basic premise is to allow governmental organizations to obtain what are, essentially, secured loans through its citizenry. The security lies in the financial strength of the agency usually at city-- , county- - or state-leve- l and their guaranteed income through the taxation process." According to Colonel Smith, this commitment constitutes the "bond." "These bonds are established with fixed face value and rates of return and are normally purchased and held by larger financial institutions or conglomerates of financial institutions," .. "Because the venture they supported then was a conflict for freedom, those bonds were also called 'War Bonds.' " Because of their real public function, this type of bond is now more appropriately called a Savings Bond, v said the colonel. "Bonds are an excellent way of answering the questions: 'What can I do for my country?' and 'What's in it for me?' " he said. The answers, the colonel said, are simple.
