Travel charge card test begins soon By Mike Jackson Office of Comptroller Military members at Hill AFB will soon begin a one-yetest of using Citicorp Diners Club charge cards. However, the cards can only be used for paying expenses incurred with official government travel. Items related to such travel may include cost of meals, lodging, rental cars and incidentals. Billing and payment will be between the Diners Club and the card holder. Testing of the program, to begin Jan. 2, is only at selected Air Force locations, with Hill AFB being the Air Force Logistics Command test site. Other bases who are participating in the test are Los Angeles AFS, Calif.; Kirtland AFB, N.M.; Han-scoAFB, Mass.; Aeronautical Systems Division, Wright-Patterso- n AFB, Ohio, and the Air Force Acand Finance Center, Denver, Colo. counting Unit representatives have been appointed by each organization at Hill who will identify persons eligible for the card and will administer the program for their unit. Personnel who are issued a card will be limited to $25 per day advance, unless otherwise stated on their travel orders. All other travelers are ar m -- authorized an advance under prior operating procedures. Upon completing official TOY travel, individuals will prepare and submit their vouchers in the usual manner. Anticipated benefits to the Air Force are fewer cash advances, reduction in cash requirements and reduced administrative workload. Benefits to individuals are reduced cash requirements, no membership fees or dues, no interest or late charges and no pre-sspending limits. This type of government travel program was instituted in response to recommendations by the Department of Defense, the Interagency Travel Management Group and the Grace Commission study that the government could save substantial money by reducing the amount of cash advances and requirements. As a result, in August 1983, the General Services Administration entered into a five-yecontract, renewable annually, with Citicorp Diners Club to issue charge cards to government travelers on official business. Exchanges will not issue their own credit cards, nor approve credit card applications. Granting of credit and issuing of credit cards is done by financial institutions that offer Mastercard and Visa cards to the general public. Military exchange shoppers will be able to charge their purchases at main retail stores, garages and auto parts stores, military clothing sales stores and ; specialty stores. Based on their stock assortment, convenience stores and retail troop stores may also accept credit cards.
