Air Force Manpower and Personnel Center officials said that Mather AFB, Calif., and Moody AFB, Ga., have been selected to test a computerized personnel network system. The system will link orderly rooms and other base agencies to personnel files in a mainframe computer for all routine personnel matters. Officials said the program is expected to drastically reduce paperwork and allow personnel technicians to spend more time helping members with reassignments and other career de- officials said. Moody AFB was selected because it has a tactical Air Force mission similar to that at many overseas locations, they said. The computerized system was the invention of former consolidated base personnel office chiefs and systems managers at Randolph AFB, Texas. Maj. It is expected that the tax allowance will be a lump sum payment retroactive for employees whose date of reporting for duty at the new permanent duty station is on or after Nov. 14, 1983. The beginning day of travel is not considered the date of reporting for duty. To distinguish the difference between effective date and reporting date, the day on which an employee reports for duty at the new permanent duty station is considered the reporting date; the effective date of a PCS order is the date the employee is required to commence travel to comply with the orders. If you're a civilian and unsure of your reporting-- f contact your Central Civilian PersonOffice for this information. Public Law Nov. 14, 1983, provides that will reimburse agencies employees for all or part of their federal, state and local taxes incurred by the employee as a result of PCS reimbursements. Certain direct reimbursements are compensable income for income tax purposes (househunting, real estate and temporary quarters subsistence expenses). The General Services Administration is tasked with providing agencies regulations to implement the tax allowance provisions and is currently working with the IRS on them. To date, U.S. Air Force Headquarters in Washington, D.C. has received no regulations on 98-15- 1, ' , te, at Ext. 77597. a) jpsipeirwra He said the computerized system will allow the Air Force to reduce personnel positions by about 1,500 over the next few years while increasing the quality and timeliness of services. During the initial phase, the test program will be used for such functions as managing records, assignments and keeping track processing of personnel strengths. Eventually, programs will include nearly all administrative requirements, officials said. If tests are successful, the Air Force will equip each of the 123 active duty CBPOs with the system by 1992, officials added. Since 1940, it has been known by several names including Salvage Yard, Disposal, Redistribution and Marketing, and Defense Property Disposal Office, but has always accomplished a similar function receiving excess property from organizations and reissuing it to federal and state agencies, or referring the property for sale at local and national levels. The office will still be located in the same area on base. Although the signs will change, the motto will remain the same, "Provide the best service possible to our customers."
