Well, for those of you who don't know, here's how the sys- tem works. Candidates qualified for promotion, reassignment, or change to lower grade in the Merit Promotion System are identified by the computerized civilian Promotions and Placement Referrral tem. The knowledge, skills, and abilities required to qualify for a position are identified in a job analysis accomplished by a Promotion Evaluation Pattern committee made up of the staffing and classification specialists and the supervisor of the position. For positions requiring a test, the test score is added to the CPAS score for breaking ties. If further ties occur, they are broken by the number of award points less than two years old. If ties still exist, they are broken by service computation date. From the computerized list of highly qualified candidates, Staffing issues the supervisor a profile of five candidates for a bargaining unit position or 10 (15 if tied) candidates for a nonbargaining unit position.
