Show L'TAH 467 , v PRESS - 3RD E- SLC- - L'T S. 84IH BEAY RAILROAD CENTER MINING "AGRlCULTUP : aSSN VOLUME fir A 0896-331- 2) 90 NO. 15 PUBLISHED el MILFORD, UTAH 84751 - Thuwday, April 12, 1990 Milford City to renegotiate Contract for Police Protection with the County Florence called the regular meeting to order at approximately 7:00 p.m. Those in attendance Councilmen were; Romine, Sower, Whitney, Carvalho and Thomas, Attorney Kanell, Treasurer Kirk, Leadman Whiting, Recorder Kennedy, Russell Mayer, Ken Yardley, Brian Sherwood, Jan Keith and Beverly Barros, Erickson, James and Rem; Hardy, Harold Hardy, Russell and Jean Williams representing the Beaver County News. Sheriff Ken Yardley approached the Council to talk about the upcoming year for police protection in Milford. As the contract would be calling for a 4 percent increase which would raise the amount Milford City would be paying to approximately $71,000.00, Mayor Florence stated the City in his opinion was paying too much and the residents of Beaver and Miners ville were not paying enough. Mr. Yardley stated his department had a $400,000.00 budget with six deputies to patrol Beaver County. Mayor Florence stated he felt the city ordinances were being put aside and feels $42,000.00 should be offered to the Beaver County Commissioners instead of $71,000.00. Councilman Romine stated he felt the costs of protection should be divided up pvpnlv between the three cities in the county. Sheriff Yardley feels the contract can be negotiated and urged the city to do so. Councilman Sower motioned to - authorize the Mayor and Recorder-t- o draft a letter to the Beaver County Commissioners offering for them $42,000.00 police protection, with the need to review the level of coverage and costs with a three month lead time to negotiate the contract, Councilman Thomas seconded the motion, all voted in favor of the motion. Atthe stated Kanell torney negotiation would be an area of conflict for him in his position of Attorney for the City and County and would appreciate the hiring of another counsel for Milford City in this matter. Jan Barros, Southwest Drug and alcohol representative reported to the Council on the youth retreat at Mt. Holly. She thanked the Council for their donation and reported on various items which had taken place at the seminar. Russell Mayer approached the Council with items of concern over the proposed land exchange at the golf course. Leadman Whiting was asked what the closest sewer manhole to the land developed by Mr. Mayer in which he stated 150 feet with an estimated cost of $300.00 and two days work hours. Also as part of the agreement Mr. Mayor The chemical Mayer stated he would like a life time family golf pass. He asked the council what would be done with the irrigation line to the golf course as it was running under the property which the City would trade, councilman Romine stated the water line could be moved so as not to cause any problems with the building lots. Councilman Sower asked Mr. Mayer to meet with the Golf Association to decide what to do with the property and bring the proposal to the Council. Mr. Mayer stated he would not donate property to the City as he felt he had done his equal share in the past Leadman Whiting presented quotes from Valley Hardware $400.00 and ML States Fencing $395.00 for fencing at the lift Councilman station. Romine motioned to approve the purchase of fencing at Valley Hardware instead of the low bid from Mt. States Fencing in order to aid the local Councilman economy, Thomas seconded the motion. All voted in favor of the motion. Attorney presented a runway rehabilitation preapplication for a grant from FAA. This grant ap plies for a special substance to be placed on the runway to replace the base which is presently in place. The grant will apply for funding with no charge for engineering fees . to Creamer and Noble until all the work is completed. The project will be funded as follows: Federal State $10,000.00, City $228,000.00, Councilman ewr $10,00000. motioned to give Mayor Florence the sauthorization to sign ' the preapplication, Councilman Thomas seconded the motion and All voted in favor of the motion. Mayor Florence reported to the City COuncil about problems with the computer andsystem which is being utilized by the office staff. He told the Council he had talked to the City Auditor Ken Hinton about the system, with Mr. Hinton expressing much concern about the down time of the computer. Recorder Kennedy presented 'a breakdown of the items which would save money or time with a new system. Attorney Kanell stated the present software is useless and had been trying to find a new system for at least three Sower Councilman years. motioned to approve the purchase of the new software and computer terminal not to exceed $8000.00 to be paid out of the General Fund Florence had after Mayor reviewed all aspects of the and agreement warranties, Councilman Whitney seconded the motion, all voted in favor of the motion. Councilman Sower motioned to -- Unfair to Employees approve the purchase of a tablet chlorine system to replace the chlorine gas system presently at the swimming pool on the condition of receipt of a letter from Chem-brit- e with all componemts as per discussed during a telephone with conservation Danny ' Dewsnup. The system will be cheaper and safer to operate with a savings in insurance also. Councilman seconded the motion, all voted in favor of the motion. Councilman Sower reported war adding 10 solar panels to the existing system for better ef ficiency at the cost of $3,2000. Mayor Florence stated possible funding could ccme from UtJi State Energy. Councilman Whitney motioned to authorize the purchase of panels after getting approval from Beaver County School District to install on them on the roof of the high school gym, Councilman Sower seconded the motion, all voted in favor of the motion. ' Councilman Carvalho motioned to give Mayor Florence . the authority to sign the golf course . lease with BiHie Joe Rogers as the manager, Councilman Thomas seconded the motion, all voted in - favor of the motion. ujunoiman wnitney made a motion to approve the hiring of Tasha Brads haw as the airport manager and give Mayor Florence the authority to sign the lease as presented. Councilman Romine seconded the motion, all voted in favor of the motien. In other business the Council . . approved a donation of $50.00 to the Lady Lions for the Easter Egg ' Hunt The councilmen gave Mayor ; ' . Florence a list of names to be " ' considered for the Board of Ap-- v peals, they are as follows: Ray ' Rollins, Ken Eley, Larry Sims, . Willie Acklin, Bill Wunderlich, Bob Thompson, Norm Lamb and Jake " . Schow. DATES t -- Mr. Gerald Hackwell, Danny Williams, Leland Black and Mike Riley met with the City Council and discussed possible annexation of the south interchange property and more particularly and more urgent to their needs, discussed installation of a water line to the south interchange and Beaver City's Industrial Park. After lengthy negotiations, Councilman Dalton moved Anderson seconded, Reaver Citv will narticinate in the waterline extension to the south The reason for interchange. Beaver City's participation in the project is that Beaver City is desirous of obtaining quality water service to Beaver City's Industrial Park. Beaver City will participate in the complete waterline project which would include a storage tank h line to Beaver City's and Industrial Park. The participation would be as follows: Beaver City, if the south interchange project was 35 not annexed, percent; developers, 65 percent If the property is annexed to Beaver City - Beaver City's participation would be 40 percent of the project, developers percentage would be 60 percent In addition to the the developers percentage, ten-inc- and customary connection fees. If at the time of connection, the property is in Beaver County, the developer will pay a county connection fee, if in the City, the developer will pay a City connection fee. The City Recorder is instructed to draft an amendment to Beaver City's Water Ordinance Extension Policy for commercial extensions which would allow a recovery of developers costs as future customers connect to the extended line. All voted In favor of the motion. Mr. Hartley Greenwood met with the City Council and presented a petition signed by property owners which do not wish to be annexed into the City limits at the present time and do not wish to share in the cost of the new proposed water line. A copy of the petition is attached hereto as Exhibit 360A. Due to the fact that the City does not have in front of them a petition for annexation of the South Inthe petition terchange area, against annexation was read and introduced into the minutes. The City Council acknowledged receipt of the petition and ordered the petition filed until annexation ar proposal is filed with the City. The City Council reviewed the minutes of March 20, 1990 regular After Council meeting. City review, Councilman Bradshaw moved, Dalton seconded, the minutes be approved with the following corrections and addition: The purpose of the company is for upkeep and maintenance of the irrigation system in the service area. The company shall have no over the jurisdiction ministration of the water. Beaver and Beaver City Watermaster River Water Commissioner will administer the water. Addition: The City Council moved from executive session and it was the unanimous consensus of the City Council to uphold the decision of the Mayor and City Council a year ago this coming May to discontinue the practice of giving employees salary in lieu of health insurance not taken or wanted, and that salaries would be reviewed annually. The reason for the decision is that as insurance premiums continue to rise and employees not use the benefits, it creates an iniquity in the salary schedule. Brenda was fired while she was still on duty and that and the other two, Gloria Mcis against company policy, and that Dermott and Monica Eley joined is why she was fired. her in protest, claiming the L-- R Barros Thanked Minersville Town for Support MINERSVILLE - Jan Barros thanked the town Council for their support She reported on the Mt Holly retreat and also on the Drug free conference. She encouraged the Mayor to attend the Dinner sponsored by the Human services. She reported that she is writting a prevention column for the Beaver County News. Ms. Barros reported that she is starting a Living Skills class for 7th and 8th graders. The University of Utah Drug and Alcohol school will be held June 2 this year. Don Evans presented a plan to bring , a Babe Ruth Baseball League to Minersville. The council supports Mr. Evans plan and encouraged him to pursue it futher. Sharlyn Chambers and Guyla Curtis representing the Minersville PTA requested a donation for the School. The donation would help pay the coats of the students performance at symphony Hall. The matter was tabled until more information could be recieved. Jaleen Dotson was interested in knowing the date of when she could begin work at the cemetery. It was the decision il the council that cemetery, and park employees would begin work on April 15, 1990. Ruben Dotson met with the council to discuss problems with the TV in Minersville. Channel 4 is off the air. All efforts thus far to bring it in by converting it to a different channel have failed. Mr. Dotson's advice to residents is to purchase a UHF Antenna with a booster. This would bring the TV Reception directly from Frisco 17-2- Peak. It would also enable the residents to view 6 or 7 channels. Pat Garrett presented a wood sculpture of a Miner to the town. It will be placed on a concrete foundation in the Town Park. A presentation ceremony will be held in conjuction with the spring concert on April 16, or 17. Russell Albrecht made a motion to accept the lease Agreement with American Televenture Corp. for the Head End Site for the Cable Todd McMullin Company. seconded the motion, the motion passed. Imelda Banks made a motion to accept the engineering agreement with Leslie and Associates for the spring development project to be funded with a CDBG Grant Russell Albrecht seconded the motion, the motion passed. The recreation mill agreement was discussed. Minersville Town has received 7 percent of the mill for 1989. They will receive 10 percent of the Mill for 1990-9The Council will apply for Pedistrain Safety Project Funds to build a sidewalk for two blocks along SR 130 between 200 South to Main Street. The application will be made to the Utah Department of Transportation. The road on 100 West between Main and 1st North needs some repair work. After discussion it was decided that the best option would be to grade the road and to lay asphalt in a manner that would cause the water to run off appropriately. Beaver City will participate in Water Line Extension to South Interchange Street, where developers will pay their normal ( 2.", TO . . PRICE would continue to pay insurance premiums as long as it was economical and practical. All voted in favor of the motion. Mr. Steve Piatt of Piatt & Piatt, Inc. met with the City Council and discussed Beaver City's street control survey. The City Council reviewed at length the proposed plats and instructed the surveyors on final plat map design. Mr. Piatt stated to finish the monuments tion 105 adequately, approximately monuments would be required. Mr. Piatt requested that Beaver City purchase an additional 25 survey boxes with 6 of the 25 additional being placed in the North annexation property. Councilman Dalton moved, Robinson seconded, City Manager Baker purchase 25 additional survey boxes. Piatt & Piatt Inc. be instructed to complete seven maps showing the street control survey and that the monuments be installed. All voted in favor of the motion. Application for Utah Department of Transportation sidewalk money was discussed. After discussion, Dalton moved, Councilman Bradshaw seconded. Beaver City's Engineer Tim Jones met with the City Council and discussed plans on the pressurized irrigation system.
