Its mission is to direct and execute emergency and wartime actions. During normal operation, the Hill Consolidated Command Post serves as the Ogden ALC focal point for war and emergency plans communications. In March 1983, a more flexible concept of LRC operation was developed by Colonel Gregory, Herrick M. Drake, Operations Division Chief, and Glen V, Holley, Operations Division War Planner. This concept of operations allows for a graduated LRC response to various world situations. As world tensions mount, a response cell LRC operation may be formed with the directorates other than Plans and Programs on telephone alert. As conditions warrant, the basic LRC may be formed with representatives from the Directorates of Distribution, Maintenance, and Materiel Management as well as Personnel and the 2849th Air Base Group. This level of response also includes an LRC director, a war plans adviser, a controller, a recorder, and a clerk. Additionally, an intelligence cell is formed to keep abreast of world events. base.
