Charles Page Black History Committee Black people have a tradition of military service in America as old as the country. They have served in the U.S. military and rendered civilian support during the Colonial Wars, the Revolutionary War, the War of 1812 and the Civil War often as slave servants to their officer masters. During the early years of this country, they were without the full comfort, inspiration and spiritual support often found in white military family life up to the 1860s. In Booker T. Washington's autobiography "Up From Slavery," he stated, "I cannot remember a single instance during my childhood or early boyhood when our entire family sat down to a table together to eat a meal. "It was a piece of bread here, and a scrap of meat there eaten out of a skillet or pot, or in a pan held on the knee or lap." This is the "family life" from which blacks Co-Cha- Blacks in 22, 1980 1, 1863, the Emancipation Proclamation declared freedom for black Americans and admitted black men into the military services in their own right. This signaled a new heritage for a new America for the black military family. During the Reconstruction Era, the black American family felt proud to see black men in military uniform receiving compensation for their labor, and having realized full citizenship. Blacks were further accepted into the military family when in 1954 President Eisenhower signed an executive order ending segregation in the armed services. The black military family, along with other ethnic groups, observe Black History Month in hopes of peace, unity, awareness and new insight for the new America. TEXAS PRIMARY Texas will hold its state primary election on May 3. Both members of the Armed Forces on active duty and their spouses and dependents who claim Texas as their home state may use an FPCA both to register and to request an absentee ballot. The completed FPCA should be sent to the county tax assessor-collecto- r (registrar) or the county clerk at the county of residence in time to permit the absentee ballots to be received, completed, and returned by the close of polls on election day. FPCAs may be submitted anytime after January 1. They must be witnessed by and sworn to before a notary of a U.S. commissioned officer. When requesting a primary election ballot be sure to indicate the political party preference on the ballot request. PENNSYLVANIA PRIMARY On April 22, Pennsylvania will hold its state primary election. Members of the Armed Forces on active duty are not required to register to vote and may use the FPCA to request an absentee ballot. Spouses and dependents of servicemembers who claim Pennsylvania as their home state may use an FPCA to request both registration forms and an absentee ballot. The FPCAs should be sent to the County Board of Elections, county of residence, in time to permit the voted absentee ballot to be received on the Friday before the election date. Ballots received after that Friday and before the close of polls on election day will be counted for federal offices only. When requesting a primary election ballot be sure to indicate the political party (AFPS) preference on the ballot request. , |
