The two offices do, however, coordinate their efforts to comprise the total base-wid- e EEO program. The EEO Affirmative Action Office and its programs . are under guidance and with policies and objectives AFR The program is in prescribed a plan of action for implemented through compliance 40-71- 3. EEO, sometimes known as the Affirmative Action Plan. established goals, identifying problem areas and directing corrective action. Monitor enforcement of the newly established Federal Equal Opportunity Recruitment Program (FEORP). Implement the following prescribed special emphasis programs: Federal Women's Program (FWP): A program designed to recognize and lend visibility to effecting employment and utilization of women as a group. Hispanic Employment Program: A program which prescribes efforts to eliminate barriers that preclude equal opportunity in employment for Hispanics as a group. Total personnel management Under this plan, Air Force policy stipulates that total personnel management be accomplished in a manner free from discrimination and provide for employment of applicants regardless of race, color, religion, age, sex, handicap or national origin. Programs are designed to erase discrimination by act or inference and insure the following: Personnel actions and employment practices are based solely on merit and fitness. Skills of Air Force employees are used to the fullest extent and that under-utilize- d employees are identified, especially at lower levels, and provided with work opportunities commensurate with their abilities, training and education. Maximum opportunity for upward mobility is provided to employees to enhance their skills (through on-the-j- training, work study programs and other training measures) so they may perform at their highest potential and advance in accordance with their abilities. Some of the key responsibilities of the Ogden ALC EEO affirmative action officers -- and specialists are: Develop and monitor implementation of the Affirmative Action Plan for EEO for all directorates and the ALC. . Chavez If - ' oi - Focus on positive attribution Women can change roles "Women tend not to know they can effectively influence and change people and situations," stated Sylvia Pate, AFLC's new Federal Women's Program Manager (FWPM) at a luncheon gathering last week of Hill AFB organization's FWPMs. "In spite of identities and abilities, women are still put in the box of role expectations of wife and mother. Parents now are mandated to provide an environment free from sex role stereotyping. "We need to focus on the positive attributes and characteristics of femininity and masculinity, and develop all of these in each individual," Pate said. To this end, the Federal Women's Program, under the Equal Employment Opportunity Commission (EEOC), operates to increase more sensitivity to patterns of discrimination in supervisors and managers, and even in coworkers. Addressing the phenomenon of women keeping other women down in order to protect their own position, Pate said, "So what if they surpass you? It's so nice to have a friend at the top." "The EEOC is no longer satisfied with the answer mat there are no qualified women and minorities out there to hire," Pate said. Illustrating that position, Hill AFB's Affirmative Actions Officer Bettye Gillespie explained a new program affecting hiring of women and minorities. The Federal Equal Opportunity Recruitment Program went into effect Monday and is now in the phase of computing underrepresentation of women and minorities in federal jobs, Gillespie said. The Air Force has identified 63 job series for which underrepresentation will be surveyed. The EEOC will look at nine protected classes of John Priscella Joseph C. Trujillo James R.
