Can The original assumption was that the government would either furnish or arrange for transportation for any travel to be performed by military members. For those who preferred to use their own private conveyance a monetary allowance in lieu of transportation was provided which was established at 7 cents per mile. Since per diem is paid while traveling, a 7 cents rate was not intended to cover the full cost of private transportation. The civilian TDY mileage rate was increased to I8y4 cents per mile effective July 1, 1979. This rate was A . Would it be possible for the Commissary to change their procedure and allow checks to be cashed at the Express established to cover full reimbursement for the use of a private vehicle. A major difference between military and civilian mileage payments is that all military travelers in a vehicle are paid the mileage rate while only the driver is reimbursed for mileage on civilian travel. A military traveler does not have the option to be paid the cost of common carrier in lieu of the 7 cent rate. With the increased cost of gas and automobile expense, the 7 cents per mile rate is now insufficient. The Air Force recognizes this fact. The current rate was set by Congress and requires new legislation in order to make a change. Congress has been presented new legislation which would raise the mileage rate. AFCOMS regulations allow the commissary office on conjunction with the Base Commander to restrict acceptance of checks at the express lane. The fields and lights are used for the Hill AFB varsity, intramural and youth programs and are scheduled through the Base Gym. Presently the lights are used less than two hours each night in order to conserve energy.
