Peterson Chief, Staffing Section Progression level Personnel Division The new Promotion and Placement Referral System (PPRS) has been described in several articles in the Hill Top Times and elsewhere. Because this new system is so important to all of us, a television production is underway explaining it in more detail. The tape should be available about April 15. The purpose of the PPRS is to identify and rank candidates for promotion (or other competitive action) to vacant positions. The new system replaces the old Skills Locator System, commonly called the E-24- 6. The PPRS operates differently when the initial ranking of qualified candidates takes place. In the new system a series of "progression level factors" are used. Qualified employees are compared with several experience requirements, each providing better qualifying experience than the one previous. It is something like climbing a set of steps. Each step represents better qualifying experience and employees who do not have that experience do not make it to the next level. Those who pass through all levels become the best qualified candidates. Referrals for interviews are made from those who progress through the highest levels. Differences Only when there are more than There are many differences between the two systems, including a new set of skills codes, describing those skills necessary to accomplish the duties of each job. One of the major differences which will require a change in the way we all think, is the method of ranking qualified employees so the top five can be referred for interview. Under the old system employees were given point values for experience, for the score they achieved on the supervisor's appraisal, and for a few miscellaneous factors such as awards and self development. Too often the few points received for awards and self development determined the best qualified candidates because there were so many employees who received perfect scores for experience and perfect or near perfect scores on the appraisal. five are tied who the after employees ranking factors are applied, do appraisals and other factors play a role. When ties occur, "final sort" takes place. The first sort factor is the supervisor's appraisal, the second is awards and self development, and finally if there is still a tie, service computation date is used. We expect that rosters will be requested from the 6 system for the last time during March, after which the system will no longer be maintained or used.
