Title IV covers desegregation of public education. It should be noted that these titles do not apply to foreign oversea ' areas. This means that all persons shall be entitled to the full and equal enjoyment of the goods, services, facilities, privileges, advantages, and accommodation of any place of T' III IM public accommodation, without discrimination or segregation on the grounds of race, color, religion, or national origin. "Public accommodation" does not include private clubs are not open to the public and certain lodging establishments which have no more than five rooms for rent and are occupied by their proprietors. The procedures for suing are the same as for Title III, but complaints must address problems in which the individual is being deprived of the equal protection of the laws because of race, color, religion, or national origin by of public unlawful discrimination in enrollment or attendance at public schools. This includes schools at the elementary, secondary, or higher levels. additional requirement is for the attorney general to notify the appropriate school board or college authority and certify they have been given reasonable time to correct the conditions the complaint is based upon. It is emphasized that the authority given to the attorney general under the provisions does not detract from anyone's right to sue individually over denial of civil rights.
