I Q Many times throughout the day I am required to place long distance calls on the AUTOVON lines but for some reason I am always being cut off before my business is accomplished. Is there anything that can be done about this annoying problem? AUTOVON was established A munications on a priority basis. as Q A to facilitate comIn order to do this, preemption was built into the system to expedite those calls with priority, mission essential calls. Contrary to opinion, the base telephone operator does not disconnect anyone using AUTOVON. The system is automatic and preemption can be effected by incoming calls or outgoing calls throughout the United States as calls go through a number of relay stations (switching centers) . At any point along your calling path the possibility of preemption exists wherever higher precedence calls are routed and no vacant lines are available. In other words, your call could be preempted by a call from thousands of different originations or destinations any one of which might traverse your routing. Before seizing any busy line, however, the entire spectrum of lines are searched; preemption occurs only after this is accomplished. The a.m. and peak telephone load periods are If avoid routine these calls have a p.m. you periods, your much greater chance of completion without being preempted. By Calv in Chief, Fire Department On May 25, a fire occurred in a four-ple- x family housing unit on Hill AFB. The roof of the structure was consumed and the upper two units were damaged by water and smoke. The two lower units sustained seme water damage ond all occupants escaped without in- jury. Contributing factors to the extent of damage were: delay in reporting of the fire, inadeouate reporting of proper address, and delay in disconnect of electrical power to the structure. Recording tapes of all fire calls of the fire indicated three incorrect addresses for fire location with two of these calls received after fire vehicles had been dispatched. The investigation board oueried witnesses that had seen the fire, but did not report it, assuming other persons had made the call to the Fire Department. Chairman Alan K. Campbell of the Civil Service Commission said he regretted that the union leaders who comprise the Pay Council decided to resign and added "the pay decision was predicated upon a serious economic problem."
