I believe you will agree that this not cost effective. it Q A Why has the Golf Advisory Committee established a policy of allowing one day for all organizational golf tournaments? This policy seems very unfair to the larger Maintenance with organizations, particularly to 7,000 give them the same approximately employes, amount of time as the Comptroller with approximately 800 employes. I understand the maximum number of people who can play in any one day is 264; therefore, the number of people who want to play versus the number who can be accommodated will be much less in Maintenance. The Maintenance tournament which is scheduled for June 25 is already full and has been since the May 21. I and many other people were not even aware they were taking applications until after it was full. What can be done to correct this situation? I realize that it may not be possible for everyone to play who wants to, but I feel that the amount of time for play should be based on the number of employes assigned, for example, if the Directorates of Distribution and Materiel Management are allowed one day for approximately 2,000 people assigned, then the Directorate of Maintenance should be allowed at least three days for 7,000 people assigned. The Hill AFB Golf Course is operated as a recreation activity of the Morale, Welfare and Recreation Division. The majority of users of the golf course use it for recreation and do not play in tournaments. For this reason, the number of tournaments is limited. The Golf Advisory Committee recommended that each organization be authorized one day per year for a tournament and that the course be turned over to the organixation for the full day if necessary. The smaller organizations do not tie up the course for the full day but large organizations do. Other players must, in this case, give up a day of their golf season. Therefore, it is in the best interest of all golfers to authorize only one day per year for the organizational tournaments. would like to compliment the dining hall on the vast improvement since it has been taken over bv the I Thank you. RAFALKO Major General, JJSAF Commander -- would like to know why Civilian Personnel continually ignores the Merit Promotion Program and places a less qualified person in a position simply in order to prevent the downgrading of one person and the promotion of another. This does result in less work for Civilian Personnel; however, it most certainly is not fair to the career employe who is waiting for his chance at a promotion nor is it conducive to the idea of being cost effective relative to having the most qualified person in a given position. would like to know why, when driving from the hospital area between 3:30 and 4:30 in the afternoon, you are required to go all the way off base and turn around at the intersection and come back on base to get to Area C, when a sentry is at the South Gate directing traffic? I Q 2585. I Q A Without having a specific instance, I presume you are referring to employes involved in either the RIF or functional transfers. The Personnel Office is required to offer a vacant position to those employes in reduction in force if they qualify. The next priority is to offer positions to those who have declined to transfer with their functions. Placement of employes in RIF and functional transfer declinees generates more, not less, work for the Personnel Office. During a RIF period, promotion actions are suspended if they impact the RIF. During a RIF cycle most vacancies are filled by RIF or functional tranfer declinees. In a number of instances the best qualified individuals are not placed in vacancies. Regulations state, however, they need meet the minimum qualification standards. The request will be submitted to the Golf Advisory Committee before March of each year in order to schedule the tournaments. AFLC To 'Summer Hire' Cadets For Training Four Air Force Logistics Command (AFLC) bases will host 19 Air Force Academy cadets this summer under the Third Lieutenant Program. In addition, a new Air Force Reserve Officer Training Corps (AFIIOTO Advanced Training Program will be introduced at four AFLC bases with six cadets participating lioth programs are designed to give upperclass cadets practical and realistic views of Air Force life. Cadets are assigned to and work with a junior officer to become familiar with duties, responsibilities and the ways of career life. The Third Lieutenant Program will be conducted during three IBIay sessions: June June 28 - July 16, and July 19 - Aug. 6. During the first period cadets will be assigned to Hill AFB.
