I have left this to the individual organizations. Some have filled these vacancies by detail or temporary promotion while others have left them vacant. Questions relative to filling these vacancies in your organization should be discussed with your supervisor. I Q Last summer I called the People Line about the rundown condition of the tennis courts by the Base gym. They are now in very good condition and I appreciate the work that was done. Now the problem is getting the chance to play. People are constantly playing for hours at a time without any consideration for anyone else. Would it be possible to schedule the tennis courts and post signs telling people how long they can play? A There is a one hour limit on all courts. Effective May 17, the two base gym courts can be reserved for one hour by calling extension 2761 or 2762 after 9:00 a.m. for the next day. Signs have been posted to this effect. The other courts will not be reserved because of the distance from the gym. However, the one hour time limit will still apply. It will be on a first - served basis. For example, if you complete your hour and no one is waiting to play, you may continue. However, if someone does come, you must relinquish the court if you have completed one hour. The honor system will be in effect, and anyone abusing the courts will be barred from further pre-existi- 1976 first-com- e, use. I appreciate the fine efforts of all in helping to keep Hill AFB clean. was over to the Auto Hobby Shop recently and noticed there were "no smoking" signs all over. I think that a "no drinking" rule should be in effect too. I observed several individuals working on a car that had been drinking and I feel that it could cause problems, not only for the ones, drinking, but for other people working there too. I Q Thank you for your concern for the safety and of others. The Standard Operating Instructions for the Auto Hobby Shop does state that intoxicants of any kind will not be allowed in the shop area. Nor do we allow persons who are obviously intoxicated to work in the shop. All shop personnel have been directed to more carefully monitor the area of concern to insure that persons in an unstable condition are not allowed to work in the shop. well-brin- g A Why are thousands of dollars worth of building materials such as ceiling tile, acoustical tile, paneling, light fixtures, wall partitions, etc, being destroyed inUhe Q north office area of Building 5. These offices were constructed of nice, modern materials when they were built a few years ago and were still in good condition. This material could have been used some place else or could have been salvaged for some other purpose. I would like to know why this material has been purposely torn up and destroyed without any consideration for use or salvage. Money could be saved by some thought going into this project. The contractor comes around every day to water the grass. They turn the sprinklers on and leave them and don't pay any attention to where the water will hit. They have watered my carport, my patio, my windows, my newspaper and my doors. What can bp done to stop this I am in complete agreement with you. and the contractor has been warned that watering procedures need improvement. A tighter policy has been established with the contractor and ask your cooperation. I would like to know why? DOC DOC recently attended the Human Relations Phase II class at Hill AFB. We were requested to provide our date of birth and social security account number (SSAN) on the attendance card. It was indicated that providing this information was against the laws of the Privacy Act; however, if we did not provide this information, we would not be given credit for attending the class. Would you please clarify this seemingly contradictory information? I Executive Order 9397, dated November 22, 1943, "Numbering System for Federal Accounts Relating to Individual Persons." The use of the Social Security number, in this instance, is necessary to make positive identification of the individual and records, and failure to produce this information could mean that you might not get credit for this course. Q MIC DUG DOC The sick leave usage rate was 11 percent; the average number of hours of sick leave used was 35 hours per employe for the two month period. While this may appear excessive compared to the Ogden ALC total sick leave rate of 6.1 percent for the first calendar year quarter, there are several contributing factors. Several employes have or will be applying for disability retirement but have elected to retire on the Early Out. The fact these employes illness could account for part of may have a the amount of sick leave use. It is worthy to note that if these employes' disability retirements are subsequently approved, the employe will receive no monetary value for unused sick leave except in the form of equivalent time in service toward computation of retirement annuity. Also during the counseling sessions, come employes indicated they have recently experienced serious illnesses or injuries, and this would naturally contribute to the higher sick leave rate. Another interesting fact is that the average number of hours sick leave balance per employe at the end of the fourth pay period was 1,179, which is an enviable record as it takes over 11 years to accrue this amount of sick leave. There were 24 employes w ho used no sick leave during the period. Realistically, unless absences become frequent with a definite pattern, the ability to determine sick leave abuse is limited. However, it must be emphasized that supervisors are responsible for the approval of sick leave, and where abuse is evident, action must be taken by the supervisor to disapprove the sick leave and take appropriate disciplinary action, as warranted. Your concern in bringing this matter to my attention is appreciated. would like to know what General Raf alko's policy is as far as filling positions which have been vacated by people assigned to the Job Enrichment Program? I Q :xc Korr some lime the sick leave rate at Ogden ALC has been a matter of concern, vet almost everyone I know that is retiring on an early out has been taking sic k leave that hasn't been applied toward retirement. I thought sick leave was a privilege to be used when a person is ill an I not as a reward for normal, healthy people for vacations when they go out on early retirement. Is there a ruling on thp use of sick leave with retirement? As a result of your inquiry, a review was made of the sick leave usage and balance for ?,(, employes, or approximately 64 percent of all who applied for Early Out Retirement. The four pay cycles subsequent to the Early Out announcement on February 27. 1970 were used for this survev. Amateur Golf Tourney Slated The Hill AFB Amateur 0 1976 Golf Tournament will be held over IB holes at the base links May 22. The tournament is open to any amateur golfer in the stale. Cost is $15 entry fee plus a $6 green fee payable at registration. Officials said that contestants will be placed in flights based on current UGA handicap card. Merchandise prizes will be based on GO entries per flights. Flights will consist of 8: first flight. second flight, third 17 and over. flight, Registration closes at noon May 19 or when each flight is championship. 9-1- 2; 13-1- 6; filled. Entry and green fees should be made payable to the Hill AFB Golf Course, building 720. A current UGA handicap card should be mailed along with the entry fee.
