OI officials would like to know why they have installed the new blue mail boxes in Area C when the black metal boxes were put up on the outside of each until only two years ago. It seems like a lot of money is being wasted in putting up new boxes. Also why won't the mailman pick up mail that we put out now in these new boxes? I would also like to know the reasoning for changing hours in the Area C BX? It is very inconvenient especially for those of us that don't have vehicles. The total closure on Sunday is also of I Q great concern. for in of those missions the Armed Forces accomplishment ' having primary responsibility The decision to install cluster mail boxes in Wherry Housing was made by the United States Post Office Department, as a result of a study which indicated there would be a savings to the Postal Service. We are not in a position to question the results of this study. Nine of these clusters have a slot for outgoing mail plus one official box on Sixth Street. Signs will be posted on boxes for mail drops. The unauthorized courtesy pick up of individual mail has been subsequently discontinued. The operating hours of the Area "C" Store were reduced after careful study of monthly sales, monthly operating costs, and cost for store employees. Exchange operations are prohibited from operating at a continued loss, which was the case here. The present hours of 12 noon to 6 p.m. Monday-througFriday and 12 noon to 5 p.m. Saturday are considered more than adequate for the amount of business conducted by this facility. Adequate planning on the part of Area "C" residents should enable them to schedule their shopping needs to meet every day needs. For your information, the operating hours of the Picnic Pantry were reduced by a total of 24 hours for the same reason. Day edition of the Hill Top Times. This was for the benefit of employes as well as the estimated 28,000 visitors w ho attended the May 17th Open House and to whom copies were distributed. The editors of Hill Top Times originally had planned and had generated copy for a Armed Forces Day issue. Just before it went to press, the publisher cut it back to 40 pages. Thus, the coverage given was that of officials who manage organizations operating at Hill AFB. There was no intent to overlook the invaluable contribution of enlisted men and women to the Air Force. In preceding and succeeding issues of Hill Top Times, lengthy and numerous articles have been and will be published on enlisted personnel on a variety of subjects. A prime example is the coverage traditionally extended both nominees for and recipients of quarterly and annual airman, NCO and senior NCO awards. Typically in these articles, great effort is made to explain their outstanding abilities in many areas, including management. It is interesting to note that the 1550th Aircrew Training and Test Wing has one of the best unit information programs on base and one of the most enthusiastic, aggressive, progressive and productive additional duty information officers. All of the contributions from the 1550th are timely and are accomplished in a professional manner. The observation is that the 1550th information input to Hill Top Times is representative of both officer and enlisted personnel 56-pa- ge Q a h According to the Civilian Personnel Newsletter for March-Apr1975, "per diem rates are established according to the established cost of quarters, subsistence and other necessary expenses. In establishing this average, some of the figures used were higher than the average and some were lower; consequently, when a traveler is in a travel status and entitled to a per diem allowance expenses will sometimes be greater than the allowance and at other times they will be less. In the long run they should equate." Other than for specific areas, the established TOY rate is $25 per day. To the best of my knowledge, this can be broken down to $13.20 for lodging, $2.50 for incidentals and $9.30 for meals. When returning to Hill AFB and turning in a travel voucher. Finance requires a statement specifying an averane cost of quarters from the trip be made. Clearfield, Utah Testament Christianity The Civilian Personnel Newsletter is correct in stating that per diem rates are established on the basis of the average cost of quarters, subsistence and other necessary expenses. The maximum per diem rate allowable is $25 per day. Naturally, in establishing this per diem rate some of the figures were higher than the average and some were lower. Consequently, when a traveler is in a travel status expenses will sometimes be greater than the maximum allowance and sometimes they will be less. Joint Travel Regulations, based on public law, prescribe that reimbursement for travel will be based, in part, on the average amount the traveler pays for lodging. This average is determined by dividing the total cost paid for lodging for the entire trip by the number of nights the traveler actually occupied lodgings away from the permanent duty station (for example, total cost of lodging - $56.50, number of nights lodging used - 5 nights, average cost of lodging - 56.50 divided by 5 or $11.30). To this average cost of lodging an amount of $11.80 for subsistence and miscellaneous necessary expenses is added. The total is then rounded to the next higher dollar. In this case $11.30 plus $11.80 equals $23.10 which rounds to $24. This would be the daily per diem rate which is used for the entire trip. Again it is emphasized that the maximum allowable by law is $25. Effective May 19, 1975 the daily maximum per diem rate has been increased to $33. To the average cost of lodging will be added the amount of $14 for subsistence and necessary expenses. If the total of these costs exceed $33. the per diem will be limited to $33. There were 47 pictures of officers in the Hill Top Times explaining their outstanding ability to manage. I think this is great. They represent most of the enlisted people, but don't the enlisted people deserv e a spot in the Hill Top Times. I saw an article in the previous edition where three enlisted risked their lives. Is this what it takes? - average happens to be $11 Finance will only allow you $23 per day per diem. In other words, they make you return $2 for every day you were gone. If you state the average cost of quarters at $15 per day, they will allow you the maximum of $13.20 for quarters and the other $1.80 will come out of your pocket. This doesn't seem to jibe with the Newsletter article. The way Finance does it there is no possible way for per diem to equate.
