The law is retroactive to July 2, 1973. Under the new law, annuities other than deferred annuities shall not be less than the annuity which would have been payable at the time of the g last increase. A savings clause assures an employees retired pay will not be less than it would have been if he had retired previously and received the last increase. As an example, John Doe could have performed his last active service on June 30, 1973, and retired July 1, 1973. C A'FLC noiTiiini former truck driver has been nominated for Air Force Civil Engineering Foreman of the Year by the Air Force Ix)gistics Command. The AFLC nominee, James A. Creamer, foreman of both the Refuse and Entomology Units at Hill AFB. has served in the Civil Engineering career field for more than 31 years. Mr. Creamer progressed through the ranks from truck driver to mechanic, insect and rodent control expert, refuse A foreman, handling pest control foreman, and sanitary service foreman. Currently he supervises a varied work force comprised of pest controllers, medium and cost-of-livi- heavy duty truck drivers and laborers. His managerial ability has resulted in the lowest maintenance cost of refuse collection within the command. Performing above normal Mr. duty expectations, Creamer was instrumental in detecting a seagull hazard on and near the runways posing a damage threat to aircraft. He found the seagull invasion was caused by grasshopper infestation near the runways and immediately directed Entomology per- sonnel to the area.
