The new defense secretary understands the pride within each service, "But we must temper this parochialism, while retaining service pride and tradition, and subsume it within the broader mission..." Our nation's military posture "must be based on a sober assessment of the risks and the military capabilities presented on the world scene," he said. "A structure of peace.. .requires the maintenance of a force structure which adequately reflects and maintains the military realities and the balance of political power." He spoke of the generation of peace for which our nation is striving, but staying on our toes and alert to potential foes. "It requires dedication to purpose, steadiness of effort and stability in attitude," he said.
