Since it is not easy to establish precise methods of control and conservation of utilities, it is necessary to educate each user, operator, and manager, to the need for obtaining and using utilities and disposing of by products with the minimum of waste. During a recent inspection at an Air Force base, the Inspector General noted that the electrical conservation program was not effective because building custodians were not fulfilling their responsibilities as conservation monitors. The following examples were among those cited: Unoccupied facilities with lights on at night and over the weekend. Floodlights burning during daylight hours. Air conditioning systems operating at a "personal comfort" level during extended periods of vacancy. Utility conservation must continue as an item of special concern to top management. There appears to be a growing feeling that this subject has reached the bounds of its effectiveness and that no further savings are possible. However, we expect to see our conservation program dispel this feeling through continued emphasis on those areas of nonproductive consumption, and familiar the innovative application of good management through to new areas of possible utilities savings. techniques Win ca Street area, flood and other exterior lights should be operated only when required. Lights, electric heaters, transformers, fans and other appliances should be disconnected or turned off when not w of r in use. Limit watering of lawns to certain periods during the summer months. Heat Insure that the thermostate settings of automatically fired equipment are not changed without the approval of the Base Civil Engineer. Facilities not actively used at night should be heated to the minimum temperature required for the protection of health and property. Insure that heating is automatically turned off in hangers and nose docks v. hen aircraft are being moved in Eleciricify and out. Windows and doors should be kept closed during the heating season except under the following circumstances: Check all buildings to assure that only authorized size bulbs are used. In BAQs and BOQs reduce the bulb voltage in halls and rooms, but do not jeopardize safety, security, or amount of light required for reading and room comfort. Encourage military wives residing in base housing not to use clothes washers and dryers during the peak power period. ( During winter months, the peak demand period is between 7:30 a.m. to noon. During summer months, it is between noon to 3:30 p.m.) During sleeping hours. During short periods, not in excess of 30 minutes. During period of ventilation ordered by a medical officer in lieu of, or after, fumigation or sterilization against contagious diseases. Now is the time to develop those good conservation habits so necessary to assist us in our efforts to cope with the existing situation.
