Obviously, the most economical source of support for recoverable type items is by means of timely repair. Statistics prove that the average cost (labor and material) to repair a recoverable end item is 21 per cent of the purchase value (stock list price) . Although the recoverable item inventory total is but 5 per cent of the items in the Air Force inventory, they do represent a total value of $4.9 billion dollars, or 50 per cent of the complete inventory dollar value. The importance of moni- toring this recoverable repair program is apparent in terms of saving Air Force dollars, as well as the more striking goal orauDPprtlng Air Force weapon jsyateihs. throughout " - the world. The Management of Items Subject to Repair concept (MISTR .Program) is now the major monitoring device of the repair, program. It is, therefore, no surprise that MISTR is given a weighted maximum of 25 points in the AFLC Horse Race, which is the highest weighting factor of any single subject in this AMA wide competition. The objectives of the MISTR System are to identify the quan- tity of items to be repaired, react to customers demands within a short time period, and be closely aligned to these continuing upon the logistic system. MISTR provides for a me chanical computation every two weeks, taking into consideration the actual daily demand rate and present stock position of an item, to develop a requirement for repair. This repair requirement is then divided into five preced ence categories to show "urgen cy of need" of the item. The MISTR area is rated on four individual subjects. Two of these are measurements of the performance of IM's. One is based upon performance of the Director of Maintenance as an SRA and one is a combination of the Director of Maintenance, Base Supply and the IM. The IM's first step toward obtaining support for his items is the negotiations with the SRA that result in an agreement between them for a given quantity of items of specific stock numbers. This agreement is recorded in the computer as a master file. If the IM attempts to have an item repaired for which he has not negotiated, the computer automatically "deficit" codes the item and does not compute a repair requirement. The quantity of these type deficits are compared against the requirement and rated in the Horse Race. This rating has a maximum of 15 points possible. The number of points earned reflected the effectiveness of the IM in the management of his assigned items. The IMs are further judged in the support they offer the Maintenance shop in terms of parts, technical data, specialized MA'S AND PA'S RESTAURANT . The Maintenance personnel, likewise, must respond to the repair requirements by AaVm SSSs&vfe .... - who Participates? insisting on properly trained men, the best production plan- ning possible, adequate facilities and good quality control methods. AFLC rates Maintenance by noting the number of items produced against the number required, and this possiscore has a five-poibility. In reviewing the work as signed to Maintenance, production control schedulers have methods of explaining why they cannot produce the total repair reauirement. One of these, lack of sufficient parts (bit and pieces), is of serious concern to the command. A performance rate is developed by comparing the number of units that cannot be repaired due to a lack of parts vs. the total requirement levied against Maintenance, and a good percentage figure will result in Ogden AMA receiving five points. The MISTR program is a large and complex system demanding constant attention by everyone engaged in the repair of end items for the Air Force. Ogden AMA is constantly compared with the other AFLC Air Materiel Areas, and our performance in the MISTR program reflects not only on the AMA, but on ourselves.
