J. he system being designed requires that everything we plan to do in the next three years (from date of AMA program preparation) be related to some valid program docu- ment or documents. The translation of valid program documents to specific workloads, by organization, by nrioritv of ac complishment, is what we call the Operating Program. The first one will be prepared early in 1961 and will cover fiscal years 19G2, 1903 ' and 1964. Makes Up Operating Budget Once the workloads have been determined, by organization, it will be possible to determine what specific resources (manpower, facilities, equipment, materials and funds) will be needed to do each of the planned jobs in each or ganization. The expression of these resource requirements, by organization, by nrioritv of work to be accomplished, is what we call the Operating Budget. If. in the process of preparation, we find that the nroiected workload for a future period will be beyond our current or Tlanned resource capabilities, action will be taken either to have the program chanered or. if this is not accent able, to find another way to handle the expected workload. In any event, it is "through this translation process (programs to workloads to resources) that the con Mr-antl- B-7- 0's many I by-wo- rd One covers arily broad in scope. anof aircraft, the procurement other relates provides for ' ment processes. Insofar as orcanizino-- . and controlling, then, coordinating wo re -- in Dusiness." iJut what about the first management prin ciple tnat ot planning? Functionally, "planning" is a recognized responsibility at every organizational level. There must, however, De a Dasis tor such , planning. It is when we.befirin Ion Vinofha basis for planning that we find a "gap" one which the OPMK must bridge. The basis for planning by organizations subordinate to Hq USAF is "the program", and here we use the word "program" generi-call- y because programs take many different forms. These programs provide the basis for "planning" workloads and, after all, it's our CoL J, B. Weeks projected workload that deter- mines how many people, what fa: cilities, the kinds of equipment and materials and the dollars that we will need in future periods. If these programs are outdated, late, or unrealistic, our planning will be faulty. In short, within AMC there must be a more finite relationship between programs and workload planning than is provided for today. This requirement for constant association between pro grams and plans, and the resulting workload projections, is the key . These include, among others: maintaining control of program docu ments, identification of workloads by meaningful composite workload units, extraction of financial data from operating budgets for preparation of Presidential Budget estimates and financial plans, estab lishment of the review and approval channels for both operating programs and budgets, progress reporting, system autom a t i o n, training for other AMAs and testing the entire "package." virtually every activit.v fc Hill AFB is, or will be, affected by the OPMS system under development, personnel of the Operating Program Project Office (OOVO) are always willing and available to discuss the program in as much detail as may be de-sired.
