Cash, chief, Board of U. S. Civil Service Examiners, Ogden. Good vision is required of applicants to take the test in its normal form which posed a serious problem for the Wheelers. Although totally blind, they are "industrially blind" and therefore unable to compete in the regular warehouseman test. To give the Wheelers "equal opportunity" with employees having normal sight, a written test for warehousemen was prepared and validated by the Civil Service Commission for industrially blind applicants. The test was designed to measure aptitudes by substituting the sense of touch for normal eyesight, so the Wheelers were required to wear opaque goggles for certain portions of the test. This was so the sense of sight could not be utilized in taking the examination.
