'J f; C- Is Announced Organization and working procedure of the Key Civilian Committee, whose "members represent Hill AFB employees at regular meetings each month with the Command- ing General, were changed by a recent directive, it was reported by . Col. Robert H. Hinckley Jr., Chief, Civilian Personnel Section. In the past, it was difficult to handle effectively the meetings of the Key Civilian Committee be cause of the size of the committee itself and the large number of problems presented. To improve the effectiveness of the former committee, the Command rcommended a new approach consisting of a new type Key Civilian Committee, whose members are selected to represent organizational elements, and six Civilian Repre sentative committees, whose mem bers are elected by the civilian work force of the operating staff concerned. The purpose of this committee and is: to an opportunity for civilianprovide em ployees to participate with management in the solution of problems which are related to them or their work, to provide a method of sampling employee attitude, to determine the effectiveness of management' policies at employee level, and to provide the Commanding General a .means of 'feeling the pulse" of the civilian work team. The membership of the Key Civilian Committee will consist of one civilian employee selected by each of the following operative functions: Maintenance, Supply, Comptroller's Office, Base Executive, Personnel and Administration and Inspector General. Remaining staff offices Surgeon, Public Information Office, and Judge Advocate will be represented by the Personnel and Administration committeeman. Each Civilian Representative Committee will have at least one representative from each section but not more than one representative from each branch. The chairman of each Civilian Representative Committee will be the person appointed by the activity head to serve as a member of the Key Civilian Committee.
