Opinions expressed herein do not necessarily represent those of the Department of the Air Force. - - - BRIEFINGS HEADQUARTERS By Brig. General Norris B. Harbold In the past six months a lot has happened. We experienced a RIF, the Air Depot Wing arrived, the Korean action broke out, and our work load and personnel strength increased. More recently the permanency of this installation in the Air Force depot system has been definitely established. It has been a period of learning and of planning for all of us. We have accomplished some things but it has been a rush job with no time for really efficient planning and economical accomplishment of the job at hand. The big rush is slackening now, but our work volume has NOT decreased. We know now where we are going, we have taken time to plan for the future. The time has come for all of us to settle and implement these plans with efficient and. economical ACTION. We must continue to figure out new ways and means to do a better job, but at the same time we must be about getting more results with what we have. Overtime is not the mark of efficient and economical effort. It is necessary to keep up with the rush jobs, but it is the hard way to do business. Our goal should be ever higher bogey standards. This requires better techniques and methods combined with a full day's effort. The easy way to do something is generally the best way, but the ease of doing must not affect the amount of doing. In the future, funds authorized for clubs or groups will be based upon the number of civilian employees it will benefit, according to Major Robert H. Hinckley, civilian welfare council advisor. This number will be multiplied by the net working capitol per capita of the civilian welfare fund. For instance, the net working capitol per civilian employee at Hill AFB is 55 cents. A club with 100 members could expect financial support from the civilian welfare council of at least $55, Major Hinckley said. This is the minimum figure and any further authorizations would be at the decision of the .
