Humpherys for example, made the statement that unless the reservoir program is carried forward, at least 30 communities in the state must be partially or wholly excavated in the near future. William R. Wallace, chairman of the state water storage commission since its creation, served as toastmaster and briefly reviewed the history of water development in Utah. He recalled the organization of the Utah Conservation company in 1910, and read a list of subscribers who contributed a total of $45,000 from their own pockets to start working out a comprehensive program. "We haven't spent all of that money yet". Mr. Wallace observed. "There is still $3000 in the bank and I think it is time to use it. If none of the contributors object. The new city administration comes into office with the best wishes of the people of Nephi, and with the qualifications of the new officials, the people can expect and will receive a well managed city.
