George, Cedar City, Parowan, Cath edral Gorge and Moapa districts Fillmore, for Juab, Deseret and Millard districts.Novem ber 11 and 12: Monroe for Wayne, Sevier and Piute Counties and Panguitch district, November 18, 19; Ephraim for Sanpete, December 2 and 3; Roose velt, for Uinta Basin, December 9 and 10; Price, for Carbon, Emery, San Juan and Grand Counties, on December 16 and 17. The program starts with a big barbeque at 4 P. M., following which demonstrative practical methods are giveni n Troop program building, hiking, songs, inspir ation, etc. Specialemphasis is placed on handling of Explorer Troops and Patrols. All leaders of youth are invited to participate, especially District and Troop committees, Scoutmast ers, Assistants, Explorer Leaders and others. Those planning to attend one of these sessions should notify the Council office immediate ely in order that foodand other .erials which are furnishd, may H arranged for. The result is that the poor districts are heavily taxed, have a short school year, poor eq uipment, inferior buildings and low er wage scale teachers. 2nd. To maintain our schools on a standard more nearly comparable with other states. It is more diffic ult for Utah to finance her schools properly because Utah people have larger families, our children remain in school for a longer period, and a higher percent are in schools. 3rd. To shift the heavy burden of school support from property taxes to other sources of revenue. Today 100 per cent of local school revenue is from the property tax and 75 per cent of revenue from the state is from the same source. If the amendments do not pass, school revenue must continue to come from property taxes and any additional revenue must come from local taxation. The amendments provide that or tne new f'md Aijvenuefrom the property tax, the personal income tax, or the corporate franchise tax. Those classes have fought hard all through our history for free public schools for their children. The great interests have universally fought the public schools. Our children are the most valuable possessions we have. They are entitled to an education as well ril the children of the rich. It Is about all we can give them. In giving these amendments consideration, some people decide to oppose them on the grounds that it is dan?'i'ns to give our lcgislat-ur- e power in providing fin- V Att.t schools.
