According to Berlin, several sev-eral issues face him in his new job. "SCERA is in a position that you either have to take a step forward or you'll continue con-tinue to slide back," he said. Upgrading the SCERA facilities, developing a stronger relationship between SCERA and the community it's serving and getting SCERA into a financially finan-cially stable situation are some of issues Berlin plans on attacking. The SCERA board has adopted a strategic plan to address these issues and Berlin is the man put into place to implement them. One of Berlin's biggest financial concerns is the movie business at SCERA. For may years, movie sales was the financial means for SCERA to do many of its other activities but with the expansion of multiplexes throughout the valley Berlin has to see if that is still financially viable. Berlin admits that he does not have s strong background back-ground in the arts but says he does have a strong sense in how-to manage and lead an organization. "The SCERA board wants me to focus in on the business side," the new president said. In his new position, he realizes he has big shoes to fill in Nielsen's absence. "Norm has given many of the productive years of his life trying to develop the performing arts in the community," com-munity," Berlin said. Councilman Les Campbell made the motion to approve the rezone, and the council vote was 6-0 in favor. After the vote, Mayor Washburn said he felt the applicant had demonstrated demon-strated "that what was presented preliminarily will happen, whether he owns the land or not." Midtown Village, the development planned for the area of 350 South between State Street and Orem Boulevard, received approval by the council to have three uniformly-spaced accesses on the boulevard. Four existing accesses on State Street are being replaced by one new one. City engineer Ed Gifford told the council that developer develop-er Larry Myler is working work-ing with the Pep Boys business for an access for Midtown's underground parking. Mayor Washburn asked if adequate access to State Street was being provided. "We believe so," Gifford said.
