Wilsoa. of Merrill-ville, Merrill-ville, Ind., as division superintendent superin-tendent of the blast furnace division at U. S. Steel's Geneva Gene-va Works was announced today by H. A. Huish, Geneva general superintendent. Mr. Wilson replaces Leonard Tofft who retired this month and will head up iron producing produc-ing at the Utah Valley steel plant. Born at Williamsport, Pa., Mr. Wilson graduated from Lehigh University at Bethlehem, Bethle-hem, Pa., in chemical engineering. engin-eering. He began his U. S. Steel career as a management trainee at Gary, Indiana Works in 1948, and became a blast furnace foreman two years later. Advancing through a series of promotions, promo-tions, he was appointed in 1960 to plant blast furnace superintendent, superin-tendent, and four years later, he was named assistant division divi-sion superintendent. Then in 1972, he was transferred trans-ferred to the steel firm's South Works, near Chicago, as blast furnace division superintendent, superinten-dent, and two years later, he returned to Gary to head up that steel plant's iron producing produc-ing division, the post he held at the time of his Geneva Works appointment. During Mr. Wilson's career at Gary, he attended management manage-ment development courses at the University of Chicago and University of Michigan. In 1973 he received the Master of Science degree in business administration ad-ministration from Indiana University Uni-versity Northwest. At I. U.N., he was initiated into Beta Gamma Sigma, academic honorary hon-orary fraternity in business administration. He is a member of the American Amer-ican Institute of Mining, Metallurgical and Petroleum Engineers and the Western States Blast Furnace and Coke Oven Association. by Kay Mitani For luck in growing certain plants, you don't need a four leaf clover. C, will be in Salt Lake City from July 5 to July 13 to conduct con-duct video tape hearings for former soldiers with less than honorable discharges who desire to appeal the character of their discharges. Hearings will be held at the Department of Social Services Building, Room 270, 150 West North Temple, in Salt Lake City, for those individuals who have already al-ready requested an ADRB review by initiating appropriate appro-priate applications. While in the Salt Lake area, the hearing examiner team also al-so will visit the Utah State Prison. Thirteen inmates, former soldiers with other than honorable discharges, are scheduled to present their cases to the hearing examiner. The visit to the penal institution institu-tion is conducted in conjunction conjunc-tion with Utah correctional authorities. An ADRB hearing examiner team is scheduled to visit Salt Lake City every July on an annual basis as long as there are sufficient applicants and contingent upon the availability availabili-ty of Army funds and manpower. man-power. In order to have a case heard in Salt Lake during July, an application must be initiated initiat-ed at least six mcths in advance ad-vance or not later than the preceding December 31. A hearing examiner is not the initial contact to initiate ini-tiate a review. The examiner's time is fully scheduled hearing applicants who have previously previous-ly applied and prepared their cases. Under the hearing examiner team concept, an officer hearing hear-ing examiner from the Army Discharge Review Board, a secretary-recorder, and a video technician travel to a field location where applicants, appli-cants, with counsel, present their cases before the examiner ex-aminer and the video camera. The examiner may, if appropriate, appro-priate, question the applicants and witnesses. A panel of the ADRB in Washington, DC will then hear the applicant's case by viewing the video tape and reviewing any evidence presented. The hearing examiner ex-aminer is not a voting member of the ADRB panel deciding the case. Before the panel, the examiner's only role is to present the video tape and evidence evi-dence gathered in the field. The purpose of the Army hearing examiner visit is to assist applicants not located near ADRB panels to present their cases to an ADRB Washington panel at a minimum mini-mum of personal expense and No Exchanges - No Refunds - All Sales Reduced Lake inconvenience. Secretary of Defense Harold Brown in announcing the new criteria on March 28, 1977, said "This program is being im-pelemented im-pelemented in the spirit of forgiveness for-giveness and compassion in which the President has sought to bind up the division of the Vietnam era." Provided there are no compelling com-pelling reasons to the contrary, cont-rary, individuals who received Undesirable Discharges for service during the Vietnam er-a er-a will, upon request, have their discharges upgraded if they meet any one of the criteria: --Wounded as a result of military action. -Received a military decoration decor-ation other than a service medal. -Successfully completed an assignment in Southeast Asia. -Completed alternative service ser-vice or was excused from completion com-pletion of alternative service under the clemency program instituted September 16, 1974. -Received an honorable discharge dis-charge from a previous tour of military service. A former Vietnam era soldier sol-dier may also qualify for upgrading up-grading based on a board's consideration of items such as: age, general aptitude, length of service, and educational educa-tional level at time of discharge; dis-charge; background prior to entering service; possible personal per-sonal distress or matter of conscience leading to discharge; dis-charge; use of drugs and alcohol alco-hol and any extenuating, circumstances cir-cumstances leading to discharge, dis-charge, and record of good citizenship since discharge. Former soldiers with General Gener-al Discharges also may apply for upgrading and will be considered con-sidered by the ADRB in the spirit as those with Undesirable Undesira-ble Discharges.
