This was pointed out by Utah Foundation, Founda-tion, the private research organization or-ganization in an analysis of collector col-lector road program operations in Utah. The collector road system was established by the 1969 Utah Legislature Le-gislature in order to provide for a system of local feeder roads to service major state highways and arterial roads. Construction Construc-tion and maintenance of these roads is administered by the counties and by cities with a population of 2,500 or more under un-der the overall supervision and control of the State Highway Department. De-partment. At the present time, 29 counties and 44 cities in Utah participate in the program. It is financed by a one-cent per gallon gal-lon tax on motor fuel and special spe-cial fuel. In general, the Foundation concludes con-cludes that the collector road program "appears to be working well and is achieving its main purpose of creating a system of feeder roads." During the first two years of operation, allocations allo-cations made by the State to local lo-cal units for this program totaled total-ed $8,994,490. As of March 31, 1972, approximately 71 percent of these funds had been programmed program-med by the cities and counties for specific projects, the amount formally obligated under project agreements was equal to 53 percent per-cent of the total allocated, and actual expenditures amounted to 37 percent of the allocations. In American Fork a total of $39,207 had been programmed for maintenance and construction on the collector road systems by March 31, 1972, leaving an un-programmed un-programmed balance of $0 from the amount allocated by the State. Foundation analysts note that several of the smaller cities appear ap-pear to have "encountered some confusion and difficulty in embarking em-barking on the program." ha of March 31, 1972, eight of the seventeen cities with a population popula-tion between 2,500 and 4,999 had not programmed any funds for collector road construction. The Foundation suggests that "either "ei-ther some special assistance should be provided to these units or respons' ity for their por tion of the program be transferred transfer-red to larger units, such as the county in which they are located." At the present time, Utah law requires that any local construction con-struction project exceeding $25,000 must be performed under un-der a contract awarded to the lowest responsible bidder. The report observes that some local officials would prefer to build roads with local work forces. Ex perienced highway builders, on the other hand, insist that it is generally more economical to have major constructionprojects performed by reliable private contractors who have the quip-ment, quip-ment, the engineering background, back-ground, and the trained work force to handle large jobs, and who bid competitively for each project awarded.
