Show Utah County Among Lowest in State For Expenditures to Libraries Per capita expenditure for sup port of public libraries In Utah County was $1.27 in 1967 compared com-pared to a state average of $2.70 according: to a research report released this week by Utah r oun dation. Average per capita circulation of library items in Utah County was 5.01, ranking 24th among the 23 counties. Library services In Utah show wide variations in terms of most accepted standards of library measurement, it was noted by the Foundation, a private, non-profit public service agency. Of a total of $2.8 million in 1967 expend! hire for public library support In Utah, almost 85 percent was at tributable to the six largest 11 braries (Salt Lake County, Salt Lake City, Weber County, Davis County, Murray andProvo), while the six smallest public libraries (Daggett County, Monroe, Wayne, Park City, Kanab, and Roosevelt) spent about one-fourth of one per cent of the total Public library service in Utah has Improved markedly in recent years, especially since the es tablishment of a State library in 1957. Utah was the last of the states to set up a state library to serve the general public. A "Utah State Library" has exist ed since statehood, but this was in reality a State Law Library, which still exists and has great value, but bears little relation to the library needs of the public. pub-lic. In 1956 . it was reported that outside of Salt Lake and Davis Counties, more than half of the citizens of Utah were without library service. It is estimated that fewer than five percent of Utah residents totally lack library li-brary services today, according to the Foundation report. The State Library operates 13 bookmobiles in 17 counties, bringing at least some library service to remote areas of the state. However, many small county and municipal libraries furnish only limited library ser vice. In 1967, two public llbrar ies in Utah served fewer than 1,000 people each, and 28 public libraries had papulation bases between 2,000 and 5,000. Only five Utah public libraries had population popula-tion bases of more than 25,000 and only three exceeded 100,000. Many librarians believe that most Utahns could be provided better library services at less cost if smaller libraries were consolidated Into modern library systems on county or regional lines. Library costs are rapidly ris lng, due to the keen competition for trained librarians and also to the rapidly rising cost of books, the Foundation reported. Accord ing to trade publication figures, the average cost of books has increased 50 percent since 1957 59 and more than doubled since 1947-49. Library authorities re port that there are now 17 Job openings In the Utah States for every new graduate of anaccred ited library school The University of Utah re search library is one of 71 which have been awarded membership in the American Research Libra ries Association. Only other re search libraries In the Mountain West so recognized are those of the Universities of Arizona and Colorado. The University of Utah library has more than 975,000 volumes and is about one-eighth the size of that of the largest institution, Harvard, and half again as large as that of the smallest, Iowa University is about 44 per cent the size of that of the University of Utah. Utah public schools at primary and secondary levels are working to Improve their libraries, or media centers, as they are now generally called, but most still fall below accepted standards, the Foundation reported. SCHOOL HAPPEHIUGS Mock Election Following an Election Assembly, Assem-bly, students at the Am. Fork High School will participate in a "mock election". The actual booths used by the registered voters will be set up on Nov. 4, for this purpose. Simulated ballots will be used. These will be printed on regular paper. One side will contain the candidates of the three major political parties while the other side will contain the four state constitutional amendments and the Liquor Initiative Petition. Students may cast their votes during the lunch hour and after school. The votes will be tallied by the social studies teachers and the results will be posted in the office of-fice the morning of Nov. 5.
