MEET THE SCIIAUMBERGS Mr. and Mrs. O. W. Schaum-berg Schaum-berg (Grant and Mary Ann), who are living at 319 Harvard Circle. Mr. Schaumberg came West in December and when the home was ready in February Mrs. ' Schaumberg and their two year old daughter arrived. Mr. Schaumberg Is one of the Industrial engineers at Geneva Steo! and held a similar position for Carnegie-Illinois Steel at Chicago. He graduated from the Missouri School of Mines and Metallurgy at Rollo, Missouri, witha Bachelor of Science degree and since has done graduate work toward his masters. He is a member mem-ber of Kappa Sigma fraternity. He was a member of the college baseball team and being a native of St. Louis is pulling hard for the St. Louis Browns in this year's series. During the summer sum-mer he was a member of the Richland Park softball team. He also tries his hand at fishing, and likes to play bridge. .Mrs. Schaumberg attended Central College in Fayette, Mo., and also the Heffley School of Business In New York. Before her marriage she was secretary for a wholesale grocery firm In Rollo. Since the organization of the j Newcomers club Mrs. Schaum- ! berg has been active. She is a j member of the ways and means committee of the general or- j ganizatlon, chairman of the Bridge club, and a member of the j Book Review and Child Activities j sections. This Is the first time thei Schaumbergs have been west and ! during the summer they have j made trips to several of the ! canyons, to Mirror Lake, and through Timpanogos Cave. j Baby Ann, who will be two this month, has lovely red hair, and I her mother says, a temper to go I with it. Glen Taylor spent the week In Sanpete county on business. Mr. and Mrs. Elmer Walker of Salt Lake City visited Sunday with President and Mrs. Jesse M. Walker.- CLUBS AND SOCIALS Mrs. Claude Snyder entertained entertain-ed Monday evening at dinner in compliment to Miss Wilma Edwards Ed-wards whose birthday occurred .that day. The centerpiece for the dinner table was a birthday cake. Covers were laid for Mr. and Mrs. Lawrence Edwards, Sharlene and Clista Edwards, Miss Charlotte Chipman, Miss Jean Snyder, the honored guest and the host and hostess. Newcomers Dr. Gerrit de Jong of the BYU assisted by other artists presented present-ed a most delightful program before be-fore the Newcomers club In the City Hall Wednesday evening. Miss Lola Dawn Wright, soprano, and Miss Dorothy Gilchrist, mezzo mez-zo soprano, gave solos and duets. Louis W. Booth oboeist gave several sev-eral selections. Dr. de Jong gave a brief history of the Brigham Young University, the type of work done at the school and the ideals it represents. Dr. deJong was accompanist for the musicians. music-ians. Modernettes Local News Items Mr. and Mrs. H. E. McNeill re-. turned home Sunday night from! Bluewater, New Mexico, where they visited for 10 days with Mr. McNiells relatives. Mrs. Delbert Chipman and Kenneth Robinson attended a dinner and social at Keeley's in Provo Tuesday evening honoring Mrs. Margaret Eastmond who has resigned as executive secretary of the County Red Cross chapter. Mrs. Chipman and Mr. Robinson gave two duets on the program. The Ladies Literary club held! the first meeting of the 1944-44 season Thursday, September 7, at the home of Mrs. Jarvls Ayde-lotte. Mrs. Roberts, club president, announced the objective of the state federated women's clubs this year would be the purchase of a Liberator patrol bomber, and the local organization voted to join in the drive. , The campaign will be carried on between October Octob-er 2 and 16, Mrs. Roberts said, and only bonds purchased by the club women or their families will be counted. Mrs. William Chipman gave a paper, the first In a series of travelogues, See Utah First. Mrs. Rowland H. Nelson accompanied by Mrs. Robert Weed, entertained with three Norwegian solos and Mrs. A. P. Hoelscher reviewed the book, "Also the Hills" by Francis Parkinson Chase. Special guests were Mrs. Frank Bush and Mrs. Leo T. Hansen. Twenty members were present. Miss Maxine Chilton entertained entertain-ed the Modernettes Wednesday evening of last week. Mrs. Ida Reed of Provo was a secial guest. Prizes were won by Mrs. Reese Nash and Mrs. Don Searle. AND TO SECTIONS 2, 3, 5, 6 and 12 OF ARTICLE VIII OP THE CONSTITUTION OF THE STATE OF UTAH RELATING TO THE SUPREME AND DISTRICT COURTS, HOW CONSTITUTED, TERMS OF OFFICE, QUALIFICATIONS QUALIFI-CATIONS OF JUDGES, JURISDICTION, JURIS-DICTION, JUDGES PRO TEMPORE, TEM-PORE, CHANGE OF JUDICIAL DISTRICTS BY THE LEGISLATURE, LEGISLA-TURE, SELECTION OF JUDICIARY JUDICI-ARY AND EFFECT ON INCUMBENT INCUM-BENT JUDGES. Be it enacted by the Legislature of the State of Utah, two-thirds of ill members elected to each of the two houses voting in favor thereof: there-of: Section 1. It is proposed to amend Section 10 of Article VII of the Constitution of the State of Utah, as follows: Sec. 10 The governor shall nominate, and by and with the consent of the senate, appoint all state and district officers whose offices are established by this constitution, con-stitution, or which may be created by law, and whose appointment or election is not otherwise provided for. If, during the recess of the senate, a vacancy occurs in any state or district office, the governor gover-nor shall appoint some fit person to discharge the duties thereof until un-til the next meeting of trip senate, when he shall nominate some person per-son to fill such office. If the office of secretary of state, state auditor, state treasurer, attorney-general, or superintendent of public instruction in-struction be vacated by death, resignation re-signation or otherwise, it shall be the duty of the governor to fill the same by appointment, and the appointee ap-pointee shall hold his office until his successor shall be elected and qualified as may be by law provided. pro-vided. Judges of the supreme ourt and district courts shall be selected for such . terms and in ;uch manner as shall be provided by law, provided, however, that selection shall be based solely upon consideration of fitness for office without regard to any partisan political po-litical considerations and free from influence of any person whomsoever, whomso-ever, anc provided further that the method vt fleeting such judges In effect when this amendment is adopted shall be followed until rhanged by law. j Sec. 9. The state shall be divided divid-ed Into seven judicial districts, for each of which, at least one judge shall be selected as hereinbefore provided. Until otherwise provided by law, a district court at the county seat of each county shall be held at least four times a year. All civil and criminal business arising in any county, must be tried in such unty, unless a change of venue be taken, in such cases as may be provided by law. A JOINT RESOLUTION PROPOSING PRO-POSING TO AMEND SECTION 9, ARTICLE VI, OF THE CONSTITUTION CONSTI-TUTION OF UTAH RELATING TO COMPENSATION OF MEMBERS MEM-BERS OF THE LEGISLATURE Be it resolved by the Legislature of the State of Utah, two-thirds of all members elected to each of the two houses voting i favor thereof: Section 1 That it is proposed to amend Section 9, Article VI, Constitution of the State of Utah, to read. Section 9. The members of the Legislature shall receive such compensation com-pensation and mileage as the Legislature Leg-islature may provide, not exceeding exceed-ing $300.00 per year, i.nd ten cents per mde for the distance necessarily necessar-ily traveled going to and returning from the place of meeting on the most usual route, and they shall receive no other pay or perquisite. Section 2. The secretary of state is hereby directed to submit this proposed amendment to the electors of the State of Utah at the next general election in the manner man-ner as provided for by Article 23, Section 1, Constitution of Utah. Section 3. If adopted by the electors of the state, this amendment amend-ment shall take effect th first day of January, 1945. I, E. E. Each judge of a district court shall be at least twenty-five years of age, an active member of the bar in good standing, learned in the law, a resident of the state of Utah three years next preceding his selection, se-lection, and shall reside in the district dis-trict for which h( shall be selected. Any district judge may hold a district dis-trict court in any county at the request of the judge of the district, and, upon n request of the governor gover-nor it shall be his duty to do so. Any cause in ;he district court may be tried by a judge pro tempore, tem-pore, who must be a member of the bar, sworn to try the cause, and agreed upon by the parties, ir their attorneys of record.
