A fourth proposal was withdrawn by the applicant. Approved were proposals from Raymond Bailey for .4 acre at 318 South 800 West, and from Phil Brown for .9 acre at 1750 South 50 East. The Bailey property was re-zoned re-zoned from the low-density R-l-8 to the R-l-5, a relatively new zone in the city that is designed' to help with developing infill lots and planned residential developments develop-ments (PRDs). The rezone allows Bailey to divide the .4 acre into two lots. An existing house will remain on one lot; a new home will be built on the second. A motion to approve the plan passed in a 6-0 vote. Next, Sainsbury told the council coun-cil that Phil Brown's property could, under its original R-l-8 zoning, be divided into four lots. Brown agreed to sign a development develop-ment agreement with the city, assuring that only four lots would be developed under the R-1-5 zoning. The change in zone was being sought in order to keep an existing older home. Mayor Jerry Washburn said that a petition had been presented pre-sented from neighbors to the planning commission. Those signing the petition apparently believed that the zoning change would add density, but Washburn noted that under the current zoning, four homes, each with an accessory apartment, apart-ment, could legally go on the site, for a total of eight dwelling units. "Leaving it the property the way it is leaves a greater potential poten-tial for density," Washburn said. The applicant did not attend the council meeting, which caused a bit of discussion among the councilmembers. An unwritten, unwrit-ten, informal policy over the past few months has been to have the applicant present to answer questions before any action was taken. "I really have a problem with this," said Councilman Les Campbell. "This proposal may be fine, but what are we going to do on the next one? Are we going go-ing to be consistent in requiring requir-ing the applicant's attendance or not?" Councilman Mike Thompson said he normally objects if an applicant is not present, but observed ob-served that the case before the council was much different than a recent one that required several sev-eral continuances before the applicant ap-plicant was finally able to attend. at-tend. "We should go ahead on this one," he said. Council vote on the Brown rezone was 6-0 in favor. A hearing on the proposed Anjeanette rezone, to change the zone on 21.1 acres at 525 South Geneva Road from RE-20 to R-1-5, was continued to August 22 at 6:45 p.m. The applicant's plan calls for a 28-lot subdivision, and the possibility of developing a total of 42. A citizen, LaDell Gillman, who had come to the council meeting to give input on the proposed pro-posed zoning change, protested that the continuances were a means of "wearing the neighbors neigh-bors down." Mayor Washburn had earlier acknowledged the difficulty involved in-volved in evaluating the validity valid-ity of continuing hearings, and said some future policy changes could be in the works. Another controversial rezone proposal to have property at 1200 South Geneva Road considered con-sidered for student housing, was withdrawn by the applicant, Griffin Development, in order to work with the city on a PD-21 zone.
