The Community Development De-velopment Block Grant (CDBG) is designed to assist as-sist communities in efforts ef-forts to improve living conditions primarily for low and moderate income residents. To achieve this goal, each project and program pro-gram must meet at least one of these national objectives ob-jectives established by the United States Department of Housing and Urban Development (HUD). Activities Ac-tivities must either benefit low and moderate income persons in a given census tract or block group, including in-cluding assistance through economic development, devel-opment, improve designated desig-nated areas of slum and blight, or address an urgent ur-gent community need. The HOME Investment Partnership Grant is designed de-signed to assist commu nities in efforts to improve housing and overall living conditions for low and moderate income residents. resi-dents. The City of Orem has approved programs and projects which address the primary objective of benefit ben-efit to low and moderate income persons through the following objectives: 1. Improve the quality of life for families by funding fund-ing projects which address ad-dress the needs of lower income. 2. Stabilizing older residential resi-dential neighborhoods and decreasing the amount of substandard housing through housing rehabilitation and eliminating elimi-nating or improving slum andor urban blight which have deteriorated through neglect for the benefit of low and moderate income persons. 3. Encourage and pursue pur-sue the establishment of commerce and industry which will provide quality employment for the unemployed un-employed and underemployed underem-ployed thereby benefitting low and moderate income persons. 4. Removal of architectural architec-tural barriers city wide. In accordance with the above stated objectives, the 2000-2001 CDBG en titlement totaling an estimated esti-mated $745,000 plus an additional $420,557 from projected revenues and reprogramming totaling $1,165,557. The 2000-2001 2000-2001 HOME entitlement is estimated at $328,556. Each proposal will meet one of the stated national objectives and will be an eligible activity as described in regulations regula-tions published in the Friday, Fri-day, September 23, 1983 and Wednesday, October 31, 1984, editions of the Federal Register The City of Orem intends to meet the requirement of 70 percent benefit to low and moderate income persons in the CDBG program years through 2000-200 1. CITY OF OREM PUBLIC LEGAL NOTICE Public Notice Noncompliance Non-compliance with Industrial Indus-trial Pre-treatment Standards The Federal Clean Water Wa-ter Act established the National Pre-treatment Program to control the discharge of toxic andor hazardous waste into sanitary sewer systems operated by Publicly Owned Treatment Works (POTWS). Under a delegation from EPA, the City of Orem has been given the responsibility for applying and enforcing the pre-treatment pre-treatment standards for industrial users served by the City of Orem. Pursuant to the requirements re-quirements of the National Na-tional Pre-treatment Program, Pro-gram, the City of Orem must annually publish a list of the industrial users within its service area that have either demonstrated . a pattern of non-compliance with applicable pre-treatment pre-treatment standards or a significant non-compliance over the previous 12 months. Reasons for reportable non-compliance include: 1. A discharge of pollutants pol-lutants which caused an "imminent endanger-ment: endanger-ment: to the health or welfare of persons andor to the environment. 2. A discharge which caused or substantially contributed to a violation of the POTW's NPDES permit requirement which impaired it? use of disposal dis-posal of slud ge. 3. A discharge which exceeded any pre-treatment effluent standard (categorical or local limitation) limi-tation) more than 20 of the time over a 12-month period based on any sampling sam-pling performed. 4.
