She was born Jan. 11, 1915 in Ogden, a daughter of Charles H. and Ethel Downs Johnson. She married Frank C. Todd February 27, 1936 in Saint Joseph Catholic Church. Si,, received her education at Sacred Heart Academy and Weber State College. Survivors include her husband of Orcm; two daughters and two sons, Patricia T. Nonella, Sebastopol, Calif.; Margaret T. Maloney, Dick A. Todd, both of Orem; Frank C. Todd, Pleasant Grove; eight grandchildren and one great-grandchild. Private service and burial held in Salt Lake City. Alma Rawlings Alma "AT C. Rawlings, 82, died Aug. 17, 1990 in Provo. He was born Nov. 17, 1907 in Eureka to George and Jennie Johnson Rawlings. He married Neva Hunter Oct 17, 1929 in Nephi. She preceded him in death July 17, 1966. He received his education in Orem schools and attended Lincoln High School. He was a lifetime resident of the Orem and Provo area. He worked in state government for 10 years in Provo. He was self employed for several years selling produce and meats and worked for Seethaler Meats. He was a member of the Provo Elks Lodge, he was a member of the LDS Church. He is survived by his two sons and one daughter, LaMar Rawlings of Salt Lake City; Russell Rawlings of Provo; JoAnne Ellwood of Petaluma, Calif. ; nine grandchildren; five greatgrandchildren; great-grandchildren; one brother and five sisters, William "Bill" Rawlings of Orem; Erma Lundsford; Fern Carter; Faye Robidoux; Elva Goodwin and Eva Ostler. David Libbey David Carleton Libbey, 73, died Sunday, Aug. 12, 1990 in Orem. He was born Aug. 29, 1916 in Detroit, Main to Everett Ethelbert and Edna Maloon Libbey. He received his education at Maine Central Institute, Colby College, Columbia University, University of Chicago, and Rutgers University. He was librarian at the College of the City of New York from 1939-40; Washington College 1940-42; New York Public Library 1952; Queens Borough Public Library 1953-54. He served as professor of Library Science at rutgers 1960-63 and Southern Connecticut Con-necticut State College 1963-83 until his retirement. From 1943-1946 he served with the U.S. Army Air Force; Army Airways Communications System as cryptographer. cryptog-rapher. He was a member of the First Unitarian-Umversalist Society of New Haven. He had served as a member mem-ber of the search committee for minister; mini-ster; canvass coordinator; Sunday School coordinator; religious education educa-tion coordinator; religious education coordinator; co-editor of the church newsletter. She married William H. Green April 21, 1925 in Provo. She marriage later was solemnized in the Salt Lake LDS Temple. He died in 1974. She was a member of The Church of Jesus Christ of Latter-day Saints and had served in the Primary and Young Women's Organizations. She is survived by one son, William B. He was born Feb. 27, 1907 in Orem, a son of Elliot Alfred and Malinda Lovcridge Newell. He married Delta May Brierley, Sept. 7, 1931 in Provo. Their marriage later was solemnized in the Salt Lake LDS Temple. She died in 1984. He received his education in the Orem schools and was graduated from Lincoln High School. He was a welder in Long Beach, Calif, in the shipyards. He was drafted into the U.S. Army during World War and served in France. Following his release from military service, he attended Brigham Young University in the electrical department. depart-ment. He then worked at Geneva Steel until he retired in 1972. He was a member of The Church of Jesus Christ of Latter-day Saints, and held the office of High Priest. He worked many hours on the stake welfare wel-fare farm where he enjoyed running a tractor. He enjoyed genealogy and temple work. He enjoyed welding and mechanical mechani-cal work. , He is survived by one son, Joseph Vern Newell, Orem; 10 grandchildren, grand-children, 13 great-grandchildren; one sister, Edith Dimick, California. Proposed changes in financing system may aid Alpine School District Alpine School District may benefit by a possible $4 million if some proposed changes in the state's school finance system is adopted by the Utah State Legislature. Legisla-ture. Dr. Steven Baugh, Alpine Superintendent, Su-perintendent, reported on the proposed changes under study by the Utah School Finance Task Force at the recent Board of Education meeting held in American Fork. He said two key proposals from the Task Force would greatly benefit the local district. "The report suggests that changes be made in the generation genera-tion of capital outlay funds and in the voted leeway program," said Baugh. "In both cases, the recommendation recom-mendation is to equalize the sources sour-ces of revenue. Because we are at the bottom of the state in our ability to generate revenues, these measures would be a distinct dis-tinct benefit for us." School district conducts search for handicapped students Alpine School District Board of Education and administration are seeking to identify handicapped hand-icapped or disabled students. Anyone who knows a child (up to age 21) who is handicapped or disabled and not enrolled in one of the district's varied educational program, is asked to call the Alpine School District Special Education department at 756-8410. It is the mission of the school district to provide every student with a quality education. For handicapped hand-icapped and disabled students, which generate more funds and giving to those which generate less through the establishment of an average revenue which all districts dis-tricts would then receive, or by simply providing additional funds to those districts who generate less, bringing up the. average. The Alpine School District Dis-trict would gain approximately $4,000,000 per year through adoption of either proposal," said Baugh. $20 PER STUDENT The other key proposal would equalize funds generated from voted leeways. The voted leeway allows citizens the opportunity to provide additional funds for their schools on a local basis. At present, the Alpine District generates only $11 per student for each mill assessed as-sessed through such a leeway. School boundaries changed in WindsorNorthridge area ' The Alpine School District Board of Education has modified the boundaries for the school attendance at-tendance areas affecting Windsor and Northridge Elementary Schools in Orem. The unanimous action was taken by the board during their August business meeting held at board headquarters head-quarters in American Fork. The change will extend the Windsor Elementary School boundary to include property from 200 West to 325 West(not including 325 West) and also from 1400 North to 1600 North in Orem.
