The Utah Office of Driver License Services will implement a statewide state-wide program for the indentification and licensing of impaired drivers effective December 14, 1981. The new program which is the result of a bill passed by the 1979 Utah Legislature will employ the use of a medical screening questionnaire, called the Abbreviated Health Profile which will be completed by every person applying for original, renewal, duplicate or renewal by mail driver licenses. Based upon responses on the questionnaire, the applicant may or may not be required to have a physician or. vision specialist examine him and complete a new SOFJJETHIKIG Physicians Health Profile report form which must accompany the applicant back to the driver licensing office at which he originally applied before a driver license will be issued. The reporting physician or vision specialist will utilize a new document entitled "Functional Ability in Driving"; "Guidelines for Physicians" to profile his or her patient based upon a professional valuation of the patient's physical or mental health. The physician is not required to make a recommendation regarding the patient's ability to drive a motor vehicle safely. The decision to license, to restrict or to deny driving privileges is made by the Office of Driver License Services which will base its decisions upon recomiii-'ndations contained con-tained in the "Guidelines" document. The "Guidelines" have been developed by the Driver License Medical Advisory Board utilizing the most current accepted medical standards available and will be continuously updated as new information becomes available. The new program offers several advantages over the existing program. First, the "Guidelines" specifically address all major categories of impairments and make specific recommendations regarding licensure based upon the relative severity of the ' impairment. In many cases, some type of driving privilege is allowed where the privilege was denied in the past. For example, persons with epilepsy may be permitted restricted driving privileges in some cases having been seizure or episode free for as little as three months. In the past, these people were denied driving, privileges for one year following a sezure. Second, Impaired persons should be more willing to report their impairments honestly to the Office of Driver License Services and to their physicians without fear of automatic denial of driving privileges. Third, physicians should be more willing to report their patient's impairments to the Office of Driver License Services because the new law provides immunity to them fjor doing so and they are , no longer required to make the decision regarding whether their patient should be licensed to drive. The net result of these advantages should be improved highway safety in Utah through improved identification of impaired drivers and when necessary, through the imposition of meaningful driving limitations which are based upon sound medical evaluation and information. Much interest has been generated nationwide in , the new Utah program which is one of the first to address this vital area of concern in such a comprehensive manner. The Utah Division of Highway Safety will perform a data analysis of the program as driving record information is compiled to assess the effectiveness of the program in reducing accidents.
