(a) All storage except vehicles in running order, she ll be stored in an enclosed en-closed building or within an enclosure surrounded by a sight - obscuring fence or wall of not less than six (6) feet in height and no material or merchandise mer-chandise shall be stored to a height of .more than the enclosing fence or wall. (b) Storage of junk, partially or completely dismantled automobiles or salvage materials shall be enclosed within a sight - obscuring fence or wall of not less than six (6) feet in height. (c) All solid waste storage stor-age facilities shall be located lo-cated at the rear of the main building or else behind be-hind a sight - obscuring fence or wall which will prevent the facility from being seen from a public street. In no case shall accesswayfor said storage stor-age facilities be less than fifteen (15) feet in width. (d) Planting areas shall be separated from off-street off-street parking areas and driveways by a concrete curb or other material approved by the Site Plan Review Committee. (e) For all development, develop-ment, the following provisions pro-visions shall apply: (1) Site plan approval by the Site Plan Review Committee shall be required re-quired prior to a building build-ing permit being issued. See also supplementary supplemen-tary regulations to all zones, Division 10 of this Chapter. DIVISION 7 . C-M Controlled Manufacturing Manu-facturing Zone. Sec. 28-211. The principle objective objec-tive in establishing the C-M controlled manufacturing manufac-turing zone is to establish estab-lish an area within the corporate limits of the City of Orem which would emphasize the development develop-ment of planned manufacturing manu-facturing parks which may act as a buffer zone between heavy industrial indus-trial development and residential areas in both use and appearance. This zone is intended to be located in i the outlying areas of the city when there is open and readily developable land. This zone may be located adjacent ad-jacent to quality residential res-idential areas, therefore, proper and adequate landscaping land-scaping and building design de-sign are important aspects as-pects of die requirements of this zone. The zone is characterized by attractively attrac-tively designed buildings build-ings and off-street parking park-ing situated in well designed de-signed landscaped areas. Developments within the zone shall have a parklike park-like appearance blending the building with the landscaping. land-scaping. In order to accomplish the purposes and objectives object-ives of this zone, the following fol-lowing regulations shall apply: Sec. 28-212. Use Regulations Regula-tions (a) Permitted Uses. Preliminary Prelimi-nary development plan. (a) Before' any land shall be classified in a controlled manufactur-, ing zone upon the request of the landowner or de veloper, a preliminary development planshallbe submitted to the planning commission for its consideration con-sideration before making a recommendation to the City Council. The development devel-opment plan submitted to the planning commission prior to a zone change to a controlled manufacturing manufac-turing zone shall contain the proposed boundaries ol the development, a legal description of the area requested for rezoning, the proposed location of buildings, parking areas, ar-eas, landscaped areas, traffic circulation on , and around the site, and any other information deemed de-emed necessary by the planning commission in order to make a recommendation rec-ommendation to the City Council. (b) Said development plan must be accurate and drawn to a scale of not less than one inch equaling 40 feet. Dimensions Dimen-sions of proposed buildings build-ings and their setbacks from property lines must also be shown. (c) Street designs standards shall be submitted to and approved ap-proved by the City Engineer. En-gineer. Sec. 28-216. Final development de-velopment plan approval. (a) Before a building permit may be issued or construction commenced on a site existing in a controlled con-trolled manufacturing zone or on a site which the CityCouncilhas changed chan-ged to a controlled manufacturing manu-facturing zone, a final development de-velopment plan must be submitted and approved by the planning commiss-sion commiss-sion and by the City Council upon receiving a recommendation by the pla nning commmision. The developer must also provide a bond sufficient in amount to cover co-ver the cost of labor and materials for the installation instal-lation of all on- and off-site off-site improvements as determined de-termined by the public works director. (b) The final site de-' velopment plan shall include in-clude and show by way of maps and drawings the location lo-cation of existing and proposed pro-posed buildings and structures including fences fen-ces and fencing materials, ma-terials, location of entrances en-trances and exits, loading load-ing points, waste disposal dispo-sal facilities driveways, lanes, parking spaces, on-site surfacing drainage drain-age disposal, traffic circulation cir-culation patterns, planting plant-ing areas with a comp-plete comp-plete landscape and irrigation irri-gation plan, location and sizes of sewer and water wa-ter lines, fire protection facilities, open area lighting and architectual drawings forallbuildings and building elevations-. The final site plans must be drawn by a licensed architect, onuv.;r, oi landscape architect. (c) Subsequent stages of development of a controlled con-trolled manufacturing park shall be suject to the same process of review re-view and approval as that which is required of final site plans for the initial Sec. 28-217. Special provisions. (a) Landscaping: A landscaped strip of lawn, shrubs andor trees at least ten (10) feet in width shall be provided No less than fifteen (15) percent of the developed site shall be permanently landscaped. (b) Storage: All storage stor-age except vehicles in-running in-running order, shall be stored in an enclosed building or within an enclosure en-closure surrounded by a sight obscuring fence or wall not less than six (G) feet inheight, or by raised or mounded landscaping or sight obscuring landscaping land-scaping or any combination combina-tion of landscaping mounding moun-ding or fencing which, in the opinion of the planning plan-ning commission and City Council will achieve the intent to adequately screen stored materials. No material or merchandise merchan-dise shall be stored to a height more than the height of the effective screening. Controlled manufacturing park maintenance equipment may also be stored outside out-side of buildings, but only in a location approved by the City Council upon recommendation rec-ommendation by the planning plan-ning commission. Storage of junk, partially par-tially or completely dismantled dis-mantled automobiles, salvage materials, debris, de-bris, or unsightly materials ma-terials shall be prohibited in this zone. Other purposes for ex-tablishing ex-tablishing the H-l Highway High-way Service Zone are to promote safety on the highways to promote the convenience of the traveling public, to promote pro-mote beauty in the appearance ap-pearance of roadsides leading into the city, and to prohibit uses which will tend to thwart the use of the land for its primary purpose or which would be unsightly. In general, this zone is located close to freeway interchanges and at the intersection of important transportation routes. This zone is characterized character-ized by attractive buildings build-ings surrounded by well-maintained well-maintained lawns, trees, and shrubs, and by open off-street parking areas and driveways.
