Leg-islature. This represents an increase in-crease of 14.6 per cent above the actual program In effect this year. These facts were brought out in a comprehensive of 1963 school legislation prepar-ed prepar-ed by Utah Foundation, the private governmental research organization. Accoding to the Foundation's calculations Alpine School District Dis-trict will be able to finance a school operating program of $4,801,282 or $8,144 per distribution dis-tribution unit under the new school legislation without resorting re-sorting to further special elections. elect-ions. This compares with an actual program of $4,189,193 or $7,106 per distribution unit in the 1962-63 school year. A further increase of $666,942 or $1,131 per distribution unit is possible if the voters were to approve of such action at a special leeway election called for the purpose. The Foundation explains that a distribution unit is allowed al-lowed for each classroom unit of 27 pupils in average daily attendance. Additional distribution distri-bution units are provided for supervisory personnel, small schools, and special classes for handicapped children, voca tion education, and other special spe-cial purposes. During the current cur-rent 1962-63 school year, Alpine Al-pine School District had an estimated 589.546 distribution units, which is average of one distribution unit , for each 24.46 pupils in average daily attendance. Throughout the state there is a toal of 10,560 distribution ; unis or a statewide state-wide average of 23.23 pupils for each distribution unit. The Foundation study observes ob-serves that , the new school program should permit substantial sub-stantial salary boosts for most teachers. A number of districts dis-tricts . already have offered contracts to teachers calling for salary increases ranging from $300 to $1,072 per year. In general the smalles t increases in-creases were for beginning-teachers beginning-teachers with the experienced teachers receiving the largest salary .boosts. Foundation analysts point out that approximately 79 per ' cent of the added funds provided pro-vided under the new school finance law will come from increased in-creased state aid and only 21 per cent from higher local taxes. These percentages will vary considerably from district dis-trict to district. In some local districts all of the addiional school funds will come from state aid while in others much of the increase will come from local taxes. a " The report indicates that the maximum program without; further election can be financed financ-ed in Alpine School District with an increased local property pro-perty tax levy of 1.83 mills. Since the district had unused leeway authority of .17 mills under the old law, the total local property tax increase could be as much as 2.00 mills above 1962 levels. Moreover, if voter approval for additional addition-al local leeway were secured, a still further increase of 9.58 mills would be possible. However, How-ever, since this special voted leeway must be approved by the people in an election held on or before the first day of May, no additional election leeway can be authorized be fore 1964. In addition to the increased operating program, the 1963 Utah Legislature boosted the amount of state aid going for school building purposes. Al together, the Foundation study estimates that $10 million in state aid will be distributed to local disricts for building purposes pur-poses during the next bien- nium.
