This was one of the principal conclusions of a study of unemployment benefit problems in Utah Just concluded by Utah Foundation, the private nonprofit governmental govern-mental research agency. The Foundation's Study Reveals Re-veals that the problem of seasonal sea-sonal unemployment in the unemployment un-employment Insurance program is much greater in Utah than It is in most of the other states. During 1956 the seasonal variation varia-tion in insured unempolyment m Utah was more than three times that for the entire nJoa. According to the report, "the unemployment compensation program in Utah has been used to subsidize unemployment cost in seasonal industries and the persons employed by such industries." in-dustries." The study points out that this policy was adopted knowingly by representatives of labor, management, and the general public. They note that vigorous enforcement en-forcement of existing laws by the present Employment Security Se-curity Administration has been a major factor in curbing unemployment un-employment benefit abuses.
